Org. Setting and Reporting This position is located in the United Nations Development Coordination Office (UNDCO) Headquarters in New York.

In its Resolution A/RES/72/279, the United Nations General Assembly endorsed the transformation of the Development Coordination Office (DCO) as a stand-alone coordination office within the United Nations Secretariat. The new DCO assumes managerial and oversight functions of the Resident Coordinator system under the collective ownership of the members of the United Nations Sustainable Development Group (UNSDG).

The incumbent reports to the Chief, Global RC System Operations Section in the Resident Coordinator System Business Management Branch.

Responsibilities Within delegated authority, the Integrated Resident Coordinator (RC) System Information Platforms Officer will be responsible for the following:

  • Contributes to the formulation of overall policies, procedures, objectives and guidelines affecting the strategic development and management of UNDCO platforms in liaison with substantive managers to ensure the viability of development needs and the rationalization and the efficiency of the management of UNSDG platforms, databases and networks, as well as the delivery of reference services, archival description and systems management.
  • Manages the services of Help Desks and their outputs ensuring client orientation and strong technical support.
  • Conducts research on the feasibility for new systems and emerging development policy consideration, policy-oriented research on the feasibility for new systems and drafting on the applicability of information technology to records and archives using data from internal and external sources to: develop section policies, guidelines and procedures in keeping with technological developments, e.g., strategy for long-term preservation and retrievability of electronic records.
  • Assesses and makes recommendations relating to analysis of the requirements and elaboration of internal policies and procedures on the use of information systems for UNDCO RC System platforms.
  • Identifies opportunities and feasibility of converting business processes into web-based systems to address the issues of efficiency in the use of information systems from the record keeping perspective. Provides reliable, up-to-date research and specifications for information management technology and innovations applications relevant to records management of UNDCO platforms.
  • Provides coordination with substantive managers in the rollout of UNSDG platforms, and communication tools.
  • Ensures the establishment of Help Desk function for all platforms in coordination with OICT.
  • Evaluates and pilots emerging technologies (including software applications and associated hardware, e.g., document/correspondence management products, imaging and digitisation systems and optical disk storage media) to develop strategies for integrating records created in diverse systems into an electronic record keeping system; to plan and develop migration strategies for archival preservation of electronic records and to develop and maintain expertise necessary to advise Secretariat offices in the management of electronic records.
  • Evaluates applications and cost-effectiveness of services in relation to technology options and prepares data and recommendations for decision-making.
  • Coordinates management of UNDCO email accounts and groups with OICT.
  • Manages and establishes the standard operations procedures (SOPs) for backup and recovery operations of online platforms.
  • Supports management of Assessment of Results and Competencies (ARC) database of users and related communications. Communicates requirements for Integrated RC System Information platforms by evaluating hardware and software requirements and providing recommendations; requests installation of hardware and liaises with OICT on the replacement of obsolete equipment;
  • Ensures access to records to enable accurate and up-to-date information on RC Systems.
  • Manages information security by enforcing security-classification restrictions; facilitates declassification reviews by liaising with records-originating offices; and ensures the physical security and safety of the UNDCO and RC System records.
  • Carries out managerial responsibilities at the unit level relating to compliance with administrative requirements, programme planning, policy and procedure recommendations, budgeting, human resources and facilities management.
  • Represents the Section, as required, in UNDCO working groups, task forces and other fora, advocating for Integrated RC System Information platforms perspectives and standards.
  • Participates in the planning and organizing of training for Headquarters and mission staff and users with respect to utilization of Integrated RC System Information platforms.
  • Manages vendor contracts for UNSDG platforms and systems, and determination and implementation of technical management and maintenance of all UNSDG platforms. Evaluates the performance of vendors and certifies invoices.
  • Guides, trains and supervises professional and general service staff in the various records information management functions.
  • Performs other duties as required.

Education Advanced university degree (Master’s degree or equivalent) in information technology, information science, information systems, social science or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in integrated management and monitoring of information systems is required

A minimum of three years’ experience in the management of online platforms in the context of international development is required

Experience in the United Nations system or a comparable international organization is desirable.

Experience in working with a multicultural team at country, regional and global levels is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official UN language is an advantage.
