Org. Setting and Reporting This position is located in the Dag Hammarskjold Library, Outreach Division, Department of Global Communications (DGC). The Dag Hammarskjold Library's primary function is to enable the delegations, Secretariat and other official groups of the Organization to obtain, with the greatest possible speed, convenience and economy, the information and documentation needed in the execution of their duties.The incumbent reports to the Chief Librarian.

Responsibilities Within delegated authority, the Information Management Officer will be responsible for the following duties:

  • Contributes to the formulation of overall policies, procedures, knowledge management processes, objectives and guidelines affecting the development and re-engineering of the Organization’s Depository Library programme into a distributed knowledge network comprised of more than 350 entities from 135 countries and incorporating capacity building and diverse education and outreach programmes.
  • Conducts policy-oriented research and drafting on the applicability of information technology to digital repositories management using data from internal and external sources to: develop Section policies, guidelines and procedures in keeping with technological developments, and the evolution of the Organization’s scholarly communication cycle including strategy for long-term preservation and retrievability of the institution’s digital output with research value files; translates organizational needs into analytics, reporting and recommendation requirements to support decision-making and workflows with data information and knowledge.
  • Assesses and makes recommendations relating to the use of information systems from the digital information and knowledge management perspective. Provides reliable, up-to-date research and specifications for related technologies and innovations applicable to collection/harvesting, management and dissemination of diverse content.
  • Provides advisory services Organization-wide on digital information and knowledge management practices based on needs, business process, workflow, technical architecture, and information resources analysis; makes recommendations relating to digital communications practices, improvement and implementation strategies, resource requirements and informs management policies and procedures, with an emphasis on technological applications.
  • Monitors the progress of projects and the exchange of best practices and knowledge sharing and transfer between the Section and UN Secretariat entities, and among external or internal stakeholders through relevant content, policy and administrative support; liaise with delegates and external experts and manage relationships and reputation.
  • Provides technical services for the Section and its extensive knowledge network and strategic partners by evaluating the institutional repository and related products – a digital, open, dynamic knowledge suite of resources providing information data, knowledge on the UN official record as well as on relevant grey literature; ensures evidence-based participation in the formulation of policy papers and positions on themes of key relevance in the areas of UN digital information, data and knowledge management.
  • Develops and implements policies and guidelines relating to the preservation of and access to the UN digital record (UN publications, grey literature) and supervises relevant functions.
  • Manages planning, development and implementation of open and digital knowledge initiatives involving collaborative approaches with knowledge and content producers within the UN Secretariat, and external, regional and other international partners and users to enhance cooperation and deliver appropriate knowledge and communication services.
  • Represents the Section, as required, in departmental offices and at working groups, task forces and other fora, advocating library and digital information management perspectives and standards.
  • Participates in the planning and organizing of training for Headquarters, the Depository Library network and mission staff and users with respect to utilization of virtual reference services.
  • Performs other duties as assigned.

  • ACCOUNTABILITY: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

  • TECHNOLOGICAL AWARENESS: Keeps abreast of available technology. Understands applicability and limitations of technology to the work of the office. Actively seeks to apply technology to appropriate tasks. Shows willingness to learn new technology.

    Education Advanced university degree (Master’s degree or equivalent) in information or library science, knowledge management or related field. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of seven years of progressively responsible experience in digital information, library, knowledge management or related area. Experience in the design and implementation of knowledge organization systems and networks is desirable. Experience in digital curation and preservation is desirable

    Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is desirable.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
