OBJECTIVES OF THE PROGRAMME

The objectives of WHO's emergency programme are to design and implement programmes that prepare the health sector to deal with emergencies and that improve health during and after crises. Within the emergency programme, the objectives of WHO's emergency response team are to support Member States by: (1) promptly assessing health needs of populations affected by crisis, identifying priority causes of ill-health and death; preparing damage estimates and emergency response and rehabilitation plans; providing prompt, credible health information and ensuring the continuity of essential health services; (2) ensuring that critical gaps in the health response to outbreaks are rapidly identified and filled; (3) revitalizing and building the capacity of national health systems to deal with preparedness, mitigation and response to outbreaks of communicable diseases.

DESCRIPTION OF DUTIES

--> Provide support and coaching to the WHO field presence in Gaziantep and health cluster partners and other actors to collect, collate, manage and analyze health data from all partners relevant to the Syria crisis; provide technical support on the presentation and visualization of results (including mapping);

--> Aggregate and maintain information from health cluster partners including contact lists, 4W, Health Resources Availability Mapping, health indicators data, health situation data and data on health response;

--> Ensure the harmonization of data collection tools and processes across partners/actors to facilitate consolidation of information from all partners; serve as the reference person for all relevant health information systems; provide coaching on the implementation and use of relevant health information system; --> Contribute to the operation website and other relevant WHO websites for the Syria Crisis with country-specific and aggregate inter-country information;

--> Respond to specific information requests from the WCO, UN agencies and health partners to support planning and strategies;

--> Actively participate in and respond to coordination initiatives, related to information management, seeking to improve information sharing between agencies and partners, to strengthen access to information from including other sectors, and to contribute to inter-sectoral dashboards and reports;

--> Contribute to the drafting of all relevant documents including humanitarian Response Plan for the health cluster, project proposals, appeals, reports, dashboards, etc.;

--> Participate in any other activity that may be required to strengthen WHO's capacity to support Health Sector partners in connection with the management of health sector information.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in information management, computer science or statistics. Desirable: Medical degree, post-graduate training or degree in information management or statistics.

Experience

Essential: At least 5 years experience in information management in humanitarian emergency situations.

Skills

Demonstrated knowledge of information management activities in developing countries and/or in the context of emergency preparedness and response. Excellent skills in the assessment, evaluation and monitoring in the context of emergency situations, with the ability to conceptualize and implement innovative strategies and promote their implementation. Excellent interpersonal skills and ability to work under pressure. Proven ability to communicate effectively. Tact, discretion and ability to promote consensus.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 60,962 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 975 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
