Org. Setting and Reporting

This position is located in the Digital Transformation Project Management Office (PMO), Programme Support and Management Services (PSMS), in the Office of the High Commissioner for Human Rights (OHCHR), Geneva. The PMO is responsible for leading the office-wide digital transformation strategy to enhance organization effectiveness, focusing on how data and information is managed across the organization, streamlining existing processes and technologies to support systematic data collection and analysis, and bolster both strategic and operational decision-making. The Information Management Officer reports to the Chief, digital transformation.

Responsibilities

Within delegated authority, the Information Management Officer will be responsible for the following duties: • Contributes to the formulation of office-wide data and information policies, procedures, standards and guidelines affecting the development and maintenance of the Organization’s information management tools and platforms. • Conducts policy-oriented research and drafting on the applicability of information technology to support OHCHR use-cases using data from internal and external sources to: inform policies, guidelines and procedures in optimising value addition and return of investment. • Assesses and makes recommendations relating to the use of information systems and provides reliable, up-to-date research and specifications for information management technology and innovations applications relevant to the office requirements. • Provides advisory services Organization-wide on complex systems business analysis, design and optimization of data architectures and services based on needs, business process, workflow, technical architecture and information resources analysis; makes recommendations relating to data and technology standards, improvement and implementation strategies, resource requirements, and support change management processes, • Monitors the progress of projects, ensures compliance with information management standards, guidelines; prepares written outputs, e.g. draft background papers, presentations, analysis, sections of reports and studies, inputs to publications, etc. • Evaluates and pilots emerging technologies (including software applications and information products) and develop strategies for leveraging on new technologies to enhance business processes and optimising existing systems • Evaluates applications and cost-effectiveness of services in relation to technology options and prepares data and recommendations for decision-making. • Provides technical services on complex systems analysis and design and optimization of data architectures and services; identifies the need for new technologies (or modifications to existing systems), develops plans for feasibility assessment, requirements specification, design, development and implementation, including project plans, schedules, time and cost estimates, metrics and performance measures in compliance with data governance, protection, privacy, and security requirements. • Ensures optimisation of information asset procedures including extraction, transformation, loading and visualization of data from a range of sources into existing data pipelines focusing on value addition., . • Ensures access to data; advises internal and external users regarding the use of information management tools and platforms and assures the delivery of analytical products. • Develops and implements policies and guidelines relating to use of data and information standards, and for the improved exchange of information within OHCHR and with the UN system more broadly, in line with specific OHCHR/UN policies. Foster a community of practice across the data related roles throughout the organization. • Manages information security and strives to improve the manner in which OHCHR presents information and support the production and dissemination of high-quality information products, tools and services, incorporating up to date technologies and approaches. • Carries out managerial responsibilities at the unit level relating to compliance with administrative requirements, programme planning, policy and procedure recommendations, budgeting, human resources and facilities management. • Develops client outreach strategy and programme and coordinates its implementation. • Represents the Section, as required, in departmental offices and at working groups, task forces and other fora, advocating recordkeeping and/or archives perspectives and standards. • Participates in the planning and organizing of training for Headquarters and mission staff and users with respect to utilization of information services. • Evaluates the performance of vendors and certifies invoices, as necessary. • Guides, trains and supervises professional and general service staff in the various records information management functions. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Performs other duties as assigned.

Education

Advanced university degree (Master’s degree or equivalent) in archival, information science, information systems, social science or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience

A minimum of seven years of progressively responsible experience in information management, data analysis, information systems or related area is required. 2 years or more of experience in data analytics or related area is desirable. Experience in conducting business analysis, digital transformation projects and designing technology solutions is desirable. Experience in developing information management strategies, operating procedures and programme implementation is desirable. Experience in data collection and analysis in field situations is desirable. Experience in GIS and geospatial systems, databases and information products is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.

Assessment
