Org. Setting and Reporting This position is located in Multimedia Resources Unit (UN Audiovisual Library), Audiovisual Services Section, of the Coverage and Media Services Branch, News and Media Division, Department of Global Communications. The Audiovisual Library holds a unique collection of current and historical films, videos, audio, and photographs and provides broadcast-quality recordings of current events at the UN Headquarters – meetings, press briefings, stakeouts, and special events – for use by broadcasters, UN Offices, Permanent Missions, and institutional clients. It also provides access to historical recordings of UN events, UNTV and Radio productions, raw footage, and other audiovisual archives. The incumbent reports to the Chief of Unit.

Responsibilities Within delegated authority, the Information Management Officer will be responsible for the following duties:

  • Provides advisory services on audiovisual recordkeeping practices include: needs and business process analysis; organization and maintenance of UN information assets; records preservation and disposition; and information management policies and procedures, with an emphasis on multimedia assets management systems.
  • Manages projects related to audiovisual archiving of audio, video, photo and other multimedia assets and other curated audiovisual collections in order to keep them complete, up-to-date and consistent with AV archives standards for access and preservation.
  • Researches, analyses and evaluates new applications and solutions of business processes, and best practices for multimedia assets management and makes recommendations for their deployment and maintenance.
  • Participates in record-keeping improvement projects, contributing to feasibility studies, systems analysis, design, development and implementation and in the evaluation and testing of record-keeping application improvements and new systems; provides user support.
  • Develops detailed system and other functional specifications and standards from the recordkeeping perspective and user documentation for new systems.
  • Develops training materials and user manuals; trains staff in use of the digital assets management including metadata management.
  • Manages audiovisual records accession and disposition functions by applying the life-cycle concept to information assets, including appraisal, Understands, keeps current with and applies preservation techniques and strategies for audiovisual records in all media.
  • Manages audiovisual archival processing activities by overseeing adherence to preservation, standard description and metadata standards; and makes recommendations regarding the planning and prioritisation of preservation and description programme requirements.
  • Performs and supervises reference functions by advising internal and external users about audiovisual records holdings and accessibility; maintaining communications with other information management networks and audiovisual records and archives specialists; supervising retrieval and reproduction activities of junior staff.
  • Evaluates adequacy of existing audiovisual records management and reference tools to support access and preservation functions of DGC.
  • Initiates and sustains professional relationships with key constituencies as well as vendors for audiovisual specialized service providers.
  • Liaises with media partners who are interested in providing content in-house and coordinates with the Office of Legal Affairs to execute a Memorandum of Understanding (MOU) for such arrangements as needed
  • Acting as focal point with Broadcast and Information Technology areas on issues related to Media Assets Management System (MAMS), monitoring and reporting on developments, responding to inquiries, requesting the creation of appropriate folders categories for content created by DGC production areas.
  • Assists in programme administration, including provision of assistance to or supervision of contractual employees and junior staff, formulation of consultant and institutional contracts and subsequent implementation, development of the programme budget, in planning, procurement, and finance or facility management as required.
  • Performs other related duties, as required.

    Competencies Professionalism: Knowledge of information management, archives, library and record keeping fields, particularly in audiovisual archives and library policies and procedures, standards and best practices for both accessibility and long-term preservation, digital assets management systems, metadata management, authority control systems and tools. Knowledge of digital media life-cycle and workflows covering ingestion, technical processing, metadata maintenance, distribution, and archiving and demonstrated proficiency in all aspects of digital as well as analog archives management standards and best practices. Strong analytical and problem-solving skills and ability to handle a range of technical, internet and multimedia-related issues. Ability to conduct research and provide recommendations on information management trends, including appraisal, conservation and migration management; records preservation and description. Shows pride in work and in achievements. Demonstrates professional competence and mastery of subject matter. Education Advanced university degree (Master’s degree or equivalent) in Library, Archival Sciences, Information Management, or Mass Communications. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in information management, communications, public information, and multimedia production is required.

Experience with audiovisual archiving, media library management, or related fields, is required.

Experience in database management systems, maintenance of multimedia website where audio, video and photo are the primary contents and web-based distribution systems, tools, methods, and procedures, is required.

Experience with digital asset management systems is desirable.

Experience in radio and TV broadcast, non-linear digital editing systems and workflows, as well as digital audiovisual and multimedia archiving formats and standards, is desirable.

Experience in photo caption writing, or related editorial/writing functions, is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
