OBJECTIVES OF THE PROGRAMME

The mission of the WHO's HealthEmergencies Programme is to build the capacity of member states to managehealth emergency risks and when national capacities are overwhelmed to lead andcoordinate the international health response to contain outbreaks and to provideeffective relief and recovery to affected populations.

DESCRIPTION OF DUTIES

  1. Develop, analyze and disseminategeo-information related to preparedness, mitigation measures and emergencyresponse;2. Review population vulnerability as well as Vulnerability Analysis and Mapping (VRAM) activities in country;3. Communicate with partners and incountry hubs/UN/NGO/others to encourage data sharing in order to ensure using common standard baseline data and the availability and promotion of relevant baseline data;4. Contribute to the development of toolsfor data sharing to support all emergency related procedures, activities, andprotocols;5. Collect, analyze and disseminate data fortimely flow of health and non-health information to support decision makingprocesses in event of acute emergency as well as early recovery phase;6. Support the overall information management (collection and distribution) of emergency related resources throughvarious mediums including e-alerts and emergency dashboards.7. Technical support in operationalizingcountry-specific common data standards and promote them with partners using Geographic Information System (GIS), Geo spatial expertise and data managementwith special skills in District Health Information System (DHIS2).8. Compile, aggregate, analyze andmaintain inter-country information from WHO including contact lists, regional3W, Emergency Response Framework (ERF) performance monitoring, health indicator/situation/responsedata and Data Validation Reports (DVR).9. Develop Health Resources Availability Mapping System (HeRAMS) database including data update, collection and monitoring of health resources and services in the country

REQUIRED QUALIFICATIONS

Education

Essential: University degree in engineering, biostatistics,epidemiology, demography or computer sciences. Desirable: Post graduate degree in information managementand/or geographic information systems.

Experience

Essential: A minimum of 2 years of working experience in spatial data analysis (ex. geographic information system integration, spatial interpolation, geographic/terrain analysis, image processing, mapping, GPS, geo-spatial related information technology, geo-statistics, remote sensing, etc. Desirable: Experience in managing geospatial information during emergency and vulnerability analysis; Experience in health and urban riskrelated activity

Skills

-->Knowledge and understanding of theories, concepts and approaches relevant to the management of health information; -->Ability to conduct data collection and analysis using various methods;-->Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities;-->Knowledge of programme management and functioning of WHO and the UN system is an asset;Knowledge of health situation analysis, biostatistics and / or epidemiology (including data collection, quality check, analysis), survey conduct, and management of datasets; Knowledge of International Classification of Diseases (ICD); International Classification of Functioning, Disability and Health (ICF), and related classifications;Knowledge of health statistical informatics, indicatordevelopment, monitoring and evaluation and use of statistical and healthinformation products in supporting decision-making process.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 47,102 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
