You have:
- Up to 12 months experience in Information Management, Data Analysis, or Monitoring & Evaluation in humanitarian or development contexts.
- Familiarity with the Displacement Tracking Matrix (DTM) or similar large-scale humanitarian assessment methodologies is a distinct advantage.
- Knowledge of Geographic Information Systems (GIS) for humanitarian mapping is an asset.
- Ability to summarize information and turn large datasets into clear, useful reports.
- Basic–intermediate skills in Excel and Power BI.
- Basic understanding of data protection and privacy, especially when working with vulnerable populations.
- Ability to explain data concepts in simple terms to non-technical audiences.
- Ability to work under pressure and adapt to fast-changing or field-based environments.

Colombia remains a critical context for human mobility, characterized by complex migration flows and internal displacement dynamics. As the leading UN agency for migration, IOM Colombia works closely with the government and partners to ensure humane and orderly migration. Central to this mission is the ability to generate high-quality, evidence-based data to inform public policy and humanitarian response.
The International UN Volunteer will join the Programme Support Unit in Bogotá to strengthen the mission’s Information Management framework. The volunteer will support the deployment of the Displacement Tracking Matrix (DTM), oversee data governance, and ensure alignment with global IOM Data Protection Protocols. Key activities include optimizing M&E dashboards, designing mobile data collection tools (Kobo/ODK), and transforming raw data into high-impact visual products and Power BI reports to support advocacy and resource mobilization.
Under the direct supervision of the Programme Support Officer, the UN Volunteer will undertake the following tasks:
Data Governance and Institutional Alignment
1. Contribute to ensuring that Colombia's data priorities and architecture align with the IOM Global Data Strategy and institutional reporting standards.
2. Support the enforcement of application of IOM Data Protection Protocols, guaranteeing the ethical handling of sensitive information across all mission activities.
3. Provide technical guidelines to sub-offices to ensure IM practices in the field meet national standards and qualitative information is captured with integrity.
4. Contributes to data workflow integrity, ensuring that reports to Headquarters (HQ) and donors undergo rigorous data cleaning and validation.
Evidence-Based Monitoring and Displacement Tracking
5. Support the deployment of the Displacement Tracking Matrix (DTM) in-country to produce strategic data on human mobility for public policy and ecosystem response.
6. In coordination with the M&E Officer, optimize the Missional M&E Dashboard, consolidating multi-program data into a single platform for strategic decision-making.
7. Support the mainstreaming data requirements across all programs, ensuring monitoring tools coherently capture migration dynamics.
8. Contributes to the design and management of complex electronic forms (Kobo, ODK, Microsoft Forms) optimized for human mobility contexts and donor monitoring needs.
Strategic Information Products and Advocacy Support
9. Transform raw data into high-impact visual and analytical products to support resource mobilization and visibility.
10. Transform operational data and programmatic milestones into visual products and interactive Power BI dashboards to evidence mission impact to partners.
11. Process qualitative data and narrative "lessons learned" to provide technical insights into the migration and displacement context.
12. Contributes to the provision of data gap analyses and impact visualizations to support the development of project proposals and secure funding for IM activities.
13. Support the production of strategic maps, infographics, and statistical reports for the mission and external strategic actors.
14. Perform such other duties as may be assigned by the supervisor

Demonstrated interest or experience (up to 12 months) in:
• Information Management, Data Analysis, or Monitoring & Evaluation (M&E) in humanitarian or development contexts.
• Data visualization and creating interactive dashboards (Power BI, Tableau, or similar).
• Designing and deploying mobile data collection tools (Kobo Toolbox, ODK, or Survey123).
Familiarity with the Displacement Tracking Matrix (DTM) or similar large-scale humanitarian assessment methodologies is a distinct advantage.
Knowledge Geographic Information Systems (GIS) for humanitarian mapping is an asset.
Skills:
• Ability to summarize information and turn large datasets into clear, useful reports.
• Basic–intermediate skills in Excel and Power BI. Knowing SQL, R, or Python is a plus but not required.
• Ability to create simple data visuals or stories, using charts or layouts to support fundraising or donor communication.
• Basic understanding of data protection and privacy, especially when working with vulnerable populations.
• Ability to explain data concepts in simple terms to non‑technical audiences.
• Ability to work under pressure and adapt to fast‑changing or field‑based environments
The assignment is based in Bogotá, capital city of Colombia. The country is still suffering from an internal armed conflict, which involves recurring hostilities, confrontations, and attacks between Non-State Armed Groups (NSAGs) and State Security Forces (SSF), and among Non-State Armed Groups (NSAGs) in rural areas, despite the continuing peace efforts of the National Government. However, living condition in Bogotá are quite good, and it should be noted that United Nations personnel and visitors can carry out their work in a safe environment. There are no current direct threats to UN personnel or operations within the country.
The IOM Office is in the neighbourhood of Chicó, a safe and up-scale area of the city. Most foreign and local staff live around the area, as traffic in Bogotá can be complicated. The neighbourhood has good access to restaurants, supermarkets and local produce shops. There is easy access to good health facilities as well. Walking is considered safe, although caution is advised during late hours.
As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.
