Background Information - PSC

Peace and Security Cluster

The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. It is led by the Director, who has overall authority and accountability for the performance of PSC on behalf of its clients. The Director is responsible for administering and providing oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.

Background Information - UNMAS DRC The Democratic Republic of Congo (DRC) has suffered nearly two decades of turmoil, particularly in the eastern provinces. The use of landmines was a feature during the conflict and Explosive Remnants of War from the fighting remain a hazard. UNMAS established its presence in the DRC in 2002 to provide support to the Peacekeeping Mission (MONUSCO) and to conduct humanitarian mine action. It continues to work with all actors involved in mine action, and weapons and ammunition management and safety issues.

KOICA Project Information

UNMAS DRC recently received funding from the Korean International Cooperation Agency (KOICA) to implement a two years project starting in June 2022 in the provinces of North Kivu, South Kivu, Ituri and Tanganyika with the following objectives:

1) Effectively implement UN Sustainable Development Goal 16 on sustained peace, justice, strong institutions and effective and inclusive governance through the development of a sustainable national capacity in explosive hazard management.

2) Effectively implement UN Sustainable Development Goal 17 on strengthening the means of implementation and revitalise the global partnership for sustainable development through increasing the National Mine Action Authority (CCLAM) capacity to coordinate Mine Action activities and therefore encouraging the return of displaced people, opening freedom of movement in a post-conflict society, decreasing fear and threat of the ‘frozen violence’ of landmines and other ERW and Goal 17.

Outcome 1: DRC security sector and/or national NGOs responds appropriately to EOD tasks

Output 1.1: National NGO personnel trained to conduct explosive ordnance disposal.

Output 1.2: Land is released for productive use.

Output 1.3: CCLAM has increased capacity to coordinate Mine Action activities in the DRC.

Functional Responsibilities

Under the direct supervision of the Head of Project Unit (HPU), responsibilities of the Information Management Senior Associate will include the following tasks:

A. Information management and reporting

  • Assist in the data verification process, especially for all KOICA related activities;
  • Ensure quality standards, procedures implementation and ensure quality assurance checks on reported data before, during and after data entry in consultation with the projects teams
  • Assist in the identification of data requirements and data sources that can be used within tools to support decision making processes for the programme and its stakeholders
  • Assist in maintaining the UNMAS programmes Global Information Management System, and assist the UNMAS DRC IM Technical Support team in amending system features and tools as required
  • Assist in the integration and use of the Global Minimum Data Requirements in the DRC Operational database
  • Assist in the translation of business requirements into functional and technical requirements and ensure the maintenance, servicing and development of Surveys & GIS database, and associated reporting mechanisms and dashboards
  • Assist in the development of various types of information and analytical products used within Portal for ArcGIS web applications
  • Initiate the production of statistics, maps, charts, presentations and reports, and identify and adapt alternative solutions based on reporting needs
  • Communicate with relevant units on management and implementation of data access procedures and licences distributions
  • Assist in maintaining the UNMAS DRC systems using platforms including Google Cloud Platform, Google G-Suite, among others to facilitate sustainable information management and analytics solutions

B. Coordination

  • Communicate with with project, implementing partners and external stakeholders to implement the organisations’ IM strategic and operational needs
  • Communicate with UNOPS Information Management & Analytics Team (IMAT) and UNOPS PSC counterparts to improve IM System features and to implement future applications as needed; liaise with the Directorate of Mine Action, linking to DMA Liaison Officer and UNMAS DRC Projects teams, and representing UNMAS in IM meetings with the Directorate of Mine Action (DMA)
  • Adhere to the UNOPS Health, Safety and Security policies, tools, handbooks and guidelines

C. Capacity Development and Knowledge Sharing

  • Support colleagues from the IM Section to build and maintain required level of understanding, knowledge and working practice within the IMSMA background
  • Maintain quality assurance of data on identified hazardous areas,
  • Assess, propose in coordination with UNMAS DRC IM technical team, to implement activities related to strengthening the IM capacity development of the Congolese Mine Action Center
  • Provide support in training and advice, technical assistance to IM internal and external users and program partners
  • Support the development of IM training tools, lead training courses delivered by stakeholders and partners;
  • Facilitate new user training and introduction to UNMAS IT system & provide technical support, identify the needs or gaps where additional training should be provided to improve the IM understanding, data accuracy and timely reporting.

Education/Experience/Language requirements

Education - Advanced university degree (master or equivalent) is with 1 years of experience is required

OR - A First level University degree (bachelor degree) in Information Management System, Information Technologies, geomatics or other related fields with 3 years of relevant experience is required;

OR - Secondary education (A High School or equivalent) with 7 years of relevant experience is required.

Experience

  • Relevant experience is defined as experience in the field of Information Technology, Information Management or Telecommunications and Systems or relevant fields,
  • One year of professional experience in GIS tools is required,
  • Experience in ESRI ArcGIS PRO is desired,
  • IMSMA Core training is desired.

Language

  • Fluency in English and French (reading, writing, speaking) is required.
  • Fluency in another UN official language is desired

Contract duration: Open-ended, subject to organizational requirements, availability of funds and satisfactory performance.
