Introduction

Are you an Information Management (IM) professional in search of a rewarding role in an international organisation? We have an opportunity for you! The International Committee of the Red Cross (ICRC) seeks to recruit an Information Management Coordinator (IMCo) to be based in one of our delegations in the field covering one or several countries.

Please note that this is not a position based in our Headquarter but directly based in one of our international offices.

About Us

ICRC works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

About the Role

Working under the guidance of the Regional Head of Information Management, the IMCo is responsible for enforcing, advising, assessing information access and knowledge needs, analysing problematics, proposing fit solutions and ensuring follow up. They are also responsible for the delegation's IM strategy, providing the plans of action to improve the IM situation. They also ensure that all relays and/or persons in charge of IM in the delegation(s) they cover have adequate trainings and develop their competencies.

The holder of this position will work closely with various departments e.g. data protection and ICT to provide coherent support to delegations on issues such as information flows and processes, data management and protection. They contribute to better management of data and information in order to become more transversal and also to be able to quickly generate narratives based on evidence (data). As functional manager of a team of IM staff, the IMCo ensures that IM team members in the region are adequately trained and their competencies developed. The IMCo is required to travel regularly and as this position also supports information management in emergency situations; there may be a need to travel on short notice during a rapid deployment.

Accountabilities and Responsibilities

In close coordination with various partners, the IMCo:

• Is the reference person for the Executive/Assistant & IM Officer (E/AIMO), the management and Coordinators for any IM-related matters. • Together, with each department, and delegation or sub-sites, reviews the IM processes and needs to improve management of information management (co-working, mobility, access rules, information handling, information security and data protection). • Develops internal collaboration with various teams such as data management or ICT to ensure successful application of IM guidelines and rules across tools and practices. • In partnership with different departments and the Data Protection Office's representatives, IMCo addresses questions on IM practices. • Ensures coherence in the practices employed in the covered delegation(s) offices and conducts regular visits to the covered delegations including subsites. • Coordinates and implements IM guidelines and practices ensuring their consistency and that they are adhered to in accordance with the internal working policy • Provides contextualised advise and expertise to managers on local security conditions relating to processing, storage and access to information. • Researches and develops the security of information at ICRC and proper record management in today’s increasingly digitalised environment. • Proposes and implements solutions to improve the management of information life cycle particularly the capture of all records that are relevant for the ICRC. • Contributes to the global and regional thinking and orientations regarding strategies and tools for IM. • In coordination with E/AIMO defines and implements a strategy to ensure full coverage across all sites in the region focusing on IM processes, tools and setup as needed. • Acts as a functional/technical supervisor for the E/AIMO by ensuring consistency in the performance and skills of assistants and providing training/coaching to equip them for new responsibilities. • Implements, promotes and monitors IM projects and tools. Is responsible for change management and its adoption in the covered delegation(s). • Organises sessions to explain IM strategies and principles to managers and assistants ensuring that they are understood. IMCo also supports the E/AIMO in the implementation of the adapted solutions to deploy IM policies, rules, processes, guidelines and tools to accompany the change management processes.

How success will look like

Success in this role will include:

• Managers, coordinators, E/AIMO and end-users understanding of why information needs to be managed and organised as well as the benefit of embracing changes in terms of practices. • Users' compliance with IM rules and guidelines. • Clear linkage to information security, data protection/management ensuring better acquisition of ICRC's information and knowledge within delegations for use in decision-making and to conduct operational activities. • Delivery of new processes, solutions, trainings and information sessions for the above to better use the existing information.

Required Profile and Skills

  • At least 5 years' professional experience in a similar position in a large international organisation/company
  • Experience in information security management and records management advisory
  • Bachelor’s or master’s degree in information management, data management, information science or any other related fields
  • Knowledge and full conversance with main IM systems including MS Office, IBM Lotus Notes and digital tools such as MS SharePoint, Jive Communities etc.
  • Excellent command of the English language at C1 level both written and spoken or excellent command of the French language at C1 level both written and spoken.

Other desired skills

  • Certified Information Professional (CIP) from the Association for Information and Image Management (AIIM) is an asset
  • Experience in defining and implementing of change processes
  • Strong communication skills, sense of initiative, ability to prioritise tasks, service orientation and high levels of accountability
  • Experience coordinating or managing staff
  • Ability to lead cross-team projects and work efficiently in a multi-cultural environment

Our operational & field constraints

  • In line with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals
  • Candidates must be in good health and will have to do a medical check-up prior to departure in the field
  • Candidates must possess a driving license (for manual transmission vehicles)
  • Candidates must be prepared to accept unaccompanied postings (i.e. no spouse, partner, children or dependents) for at least the first 24 months
