Duties and Responsibilities I. BACKGROUND

The United Nations Human Settlements Programme (UN-Habitat) is the United Nations system' s designated agency for addressing human settlements issues at the global, regional, country and local levels. It's Independent Evaluation Unit coordinates and evaluates UN-Habitat projects, programmes, policies and strategies with objectives of: (i) supporting accountability and transparency, (ii) improving programming, implementation and overall performance, and (iii) contributing to knowledge and organizational learning.

The evaluation function in UN-Habitat contributes towards improvement of the programme delivery; achievement of planned results; informs decision-making; supports accountability and improves learning and knowledge acquisition within UN-Habitat and among its partners. The Unit is also the UN-Habitat Focal Point for Office of the Internal Oversight Services (OIOS) and the Joint Inspection Unit (JIU), who are independent internal and external oversight bodies of the United Nations system with the mandate to conduct evaluations system-wide. In this regard, the Unit also develops effective approaches to communicate evaluation products for easy of uptake, advocacy and for accountability reporting.

Because of the limited capacity in the Evaluation Unit, most of its Work is implemented using external consultants and contractors. The Unit wishes to engage an individual contractor who will work closely with the Evaluation Unit to accomplish the following tasks, working under the direction of the Chief, Independent Evaluation Unit, the individual contractor will have the following responsibilities:

II. DUTIES AND RESPONSIBILITIES Under the supervision of the Chief, Evaluation Unit, the Individual Contractor will:

a) Support the Evaluation Unit staff in implementation of the evaluation work plan for 2023. b) Support preparation of the TOR for hiring external consultants and supports online engagement with the consults during the interview processes. c) Lead in the organizing the meetings of the Evaluation Unit though skypes and video. d) Follows up on the implementation of the JIU and OIOS evaluation recommendations ensuring the assigned responsible officers take actions for implementation of the assigned recommendations. e) Review the JIU recommendation tracking system from showing actions need from UN- Habitat, and its governing bodies. f) Develop PowerPoint presentation materials from the assignment that will be used to brief and discuss the UN-Habitat management and the Executive Board on the use of the JIU reports. g) To design, conduct, analyze evaluation surveys for assessing demand and use of evaluation products in UN-Habitat. h) To undertake other assignments in support of the Evaluation Unit to implement the evaluation plan for 2023.

Qualifications/special skills A degree in Social Sciences, administration, information technology, commerce, economics, statistics, management or other related relevant field is required. Three years' work experience with understanding of Monitoring and Evaluation processes is required.

Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required.
