Result of Service This assignment will contribute towards the improvement of the programme delivery; achievement of planned results; inform decision-making; supports accountability and improve learning and knowledge acquisition within UN-Habitat and among its partners. As the Unit is also the UN-Habitat Focal Point for Office of the Internal Oversight Services (OIOS) and the Joint Inspection Unit (JIU), who are independent internal and external oversight bodies of the United Nations system with the mandate to conduct evaluations system-wide, the assignment will also help the Unit to develop effective approaches to communicate evaluation products for easy of uptake, advocacy and for accountability reporting. These tasks will be achieved through support for;

(a) TOR for UN-Habitat evaluations (b) Status of the implementation of JIU recommendations assigned to UN-Habitat (c) Synthesis report on JIU (d) Independent Evaluation Unit meetings.

Expected duration The individual contractor assignment will be for a period of four months.

Duties and Responsibilities I. BACKGROUND

The United Nations Human Settlements Programme (UN-Habitat) is the United Nations system’s designated agency for addressing human settlements issues at the global, regional, country and local levels. It’s Independent Evaluation Unit coordinates and evaluates UN-Habitat projects, programmes, policies and strategies with objectives of: (i) supporting accountability and transparency, (ii) improving programming, implementation and overall performance, and (iii) contributing to knowledge and organizational learning.

The evaluation function in UN-Habitat contributes towards improvement of the programme delivery; achievement of planned results; informs decision-making; supports accountability and improves learning and knowledge acquisition within UN-Habitat and among its partners. The Unit is also the UN-Habitat Focal Point for Office of the Internal Oversight Services (OIOS) and the Joint Inspection Unit (JIU), who are independent internal and external oversight bodies of the United Nations system with the mandate to conduct evaluations system-wide. In this regard, the Unit also develops effective approaches to communicate evaluation products for easy of uptake, advocacy and for accountability reporting.

During this COVID-19 crisis situation, everything is in crisis. Implementation proctocols of evaluation are changing and it means evaluation designs, data collection, reporting timelines are changing. However, evaluation work to assess to assess effectiveness of UN-Habitat interventions; evaluations to become of a basis for accountability and contribute to learning must continue

Because of the limited capacity in the Evaluation Unit, most of its Work is implemented using external consultants and contractors. The Unit wishes to engage an individual contractor who will work closely with the Evaluation Unit to accomplish the following tasks, working under the direction of the Chief, Independent Evaluation Unit,

(i) Support the Evaluation Unit staff in implementation of the evaluation work plan for 2021.

(ii) Support preparation of the TOR for hiring external consultants and supports online engagement with the consults during the interview processes.

(iii) Lead in the organizing the meetings of the Evaluation Unit though skypes and video

(iv) Follows up on the implementation of the JIU and OIOS evaluation recommendations ensuring the assigned responsible officers take actions for implementation of the assigned recommendations.

(v) Review the JIU recommendation tracking system from 2016-2020 to synthesize and produce an management report for categorized recommendations showing actions need from UN-Habitat, and its governing bodies. The assessment report should not be more than 30 pages.

(vi) Develop PowerPoint presentation materials from the assignment that will be used to brief and discuss the UN-Habitat management and the Executive Board on the use of the JIU reports

(vii) Any other business that may be assigned by the Chief of Independent Evaluation Unit

Qualifications/special skills Academic Qualifications : A degree in Social Sciences, administration, information technology, commerce, economics, statistics, management or other related relevant field is required.
