Background:
The Nutrition Information Management System (NIMS) has been upgraded, rollout in 2020 and lunched in January 2021 on the Ministry of Health online data repository system (District Health Information System – DHIS2), followed by the distribution of reporting tools to 90% of the health facilities across the 15 counties in Liberia. However, the reporting rate and quality of data remains low for most of the counties. Secondly, the national reporting rate for nutrition data stands at 50.4%. Additionally, capacities of frontline health workers on the integrated NIMS is still low given that a target of two out of five health workers were trained from each of the health facilities (Clinics, Health Center and Hospital). The utilization of the data for national and sub national planning and decision making is still limited. There is therefore a need for dedicated human resources to support full integration and capacity building for the quality improvement of the nutrition data and support the adaptation and utilization for national and sub national planning and decision making among government counterparts and also partners.
In 2020, adolescent nutrition programme in schools and communities was introduced and piloted in six counties in Liberia. Nutrition Information Management standalone reporting tools for the adolescent nutrition programme was also introduced during the piloting. However, to scale up, there a need for a dedicated human resource to support the finalization of the adolescent nutrition reporting tools and integration into the community base information system and build capacity of education officer and community health workers for the utilization and quality improvement in schools and at the community level.
The Child survival and Development is recruiting a P2 information management officer to support data management of nutrition, health, water sanitation and hygiene. However, the renewal of the contract of the national consultant who have supported the development of tools and capacity building is needed to ensure there is no gap during the recruitment and onboarding and also to ensure adequate time for the transition during the institutionalization and integration of NIMS for quality improvement.
Purpose of Assignment:
The consultant, under the supervison of the Nutrition Specialist, P-3, will provide technical support to the government and partners in development of reporting tools, monitoring, and ensuring collection, collation and utilization of nutrition data across all/multiple platforms.

- To support routine nutrition programme monitoring to track progress towards the achievement of nutrition targets.

To qualify as an advocate for every child you will have…
Education:
- Academic qualifications: University degree in Information Technology, Computer Science, Statistics, Nutrition, Public Health.
Working Experience:
- Minimum of 2 years directly relevant work experience in nutrition, analysis, and data management. Experience with information systems, statistical analysis including the use of relevant software.
Language Requirements:
- Fluency in English is required. Knowledge of another official UN language or a local language is an asset.
Other necessary/desirable skills/qualifications.
- Strong verbal and written communication skills.
- Willingness to travel and work in field environment.
- Candidate must be a Liberian national.
