Overview

Support development and rollout of data management systems.

You have:

• An advanced university degree (Master’s or equivalent) in data science, computer science, statistics, information technology, or a related field.
• A minimum of three (3) years of progressively responsible experience in data management, data analysis, information technology, data collection, or related field.
• Relevant international experience outside of UNRWA, and outside the country(s) of which the candidate is a national.
• Experience with handling confidential data and demonstrated knowledge of data protection, privacy and governance challenges and best practices.
• Demonstrated information management skills including experience with data processing and visualization tools (e.g. Tableau, PowerBI).
• Ability to formulate IM-related technical requirements and Operating Procedures.
• Ability to translate planning-specifications into technical briefs for data capture and analysis, and vice versa.

Result of Service The Information Management Consultant will be responsible for supporting the development, testing, and rollout of the UNRWA Protection Incident Monitoring Database in the West Bank Field Office and preparation of guidance, analytical tools, and other materials related to the information collection and documentation processes and procedures.

Work Location UNRWA West Bank Field Office – Jerusalem.

Expected duration The duration of the consultancy is 3 months (1 April – 30 June 2023).

Duties and Responsibilities- Supports all phases of the development, testing, and rollout of the West Bank Field Office (WBFO) Protection Incident Monitoring Database. - Prepares technical guidance, analytical tools, and other relevant materials. - Supports data visualization, management of information, and analytical support. - Prepares technical requirements and operating procedures related to protection monitoring work. - Provides technical support to the WBFO research and analysis team and the radio room team within the Protection Department, including translating operational and substantive needs into technical terms and providing the link between substantive protection team and software developers to ensure required needs are met with the new software. - Supports the collection of protection related data and information gathered by the Radio Room staff, including ensuring appropriate verification and accuracy of information collected, and ensuring the team have effective and harmonised tools to facilitate information sharing and analysis. - Prepares analytical information in visual formats appropriate for static and dynamic reporting, including dashboards, presentations, reports and briefings and builds capacity of other personnel to take on these tasks in the future. - Performs other related duties as assigned.

Qualifications/special skills- An advanced university degree (Master’s or equivalent) from an accredited educational institution in data science, computer science, statistics, information technology, or a related field. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree. - A minimum of three (3) years of progressively responsible experience in data management, data analysis, information technology, data collection, or related field. - Relevant international experience outside of UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number. - Experience with handling confidential data and demonstrated knowledge of data protection, privacy and governance challenges and best practices. - Demonstrated information management skills including experience with data processing and visualization tools (e.g. Tableau, PowerBI and experience in database development and data migration. - Ability to formulate IM-related technical requirements and Operating Procedures. - Ability to translate planning-specifications into technical briefs for data capture and analysis, and vice versa.

Additional Information Conditions of service - The duration of the P2 consultancy is 3 months (1 April – 30 June 2023) . - Remuneration for this consultancy will depend on the qualifications and experience of the candidate. - The consultant will be paid monthly (5,016USD) for full-time work; there is no paid leave with this contract. - The incumbent will be expected to report to the West Bank Field Office during normal working hours Monday-Friday throughout the consultancy period, except that they may be requested to begin work remotely during the initial phase of the contract (if required for such time as is necessary for processing of visas, travel), and as required due to security and/or operational exigencies, etc. - The consultant is expected to be based at the West Bank Field Office in Jerusalem and should be prepared to potentially undertake short periods of travel to Gaza, Jordan, Syria, and/or Lebanon. - Any official travel associated with the assignment will be authorized, arranged and the related costs paid in a manner consistent with the Agency’s relevant travel policies and procedures.
