This is a UNV National Youth contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Youth contracts.

Years of conflict and lack of sustained development has left millions of people facing food insecurity, serious deficits in social services, education, health water and unequal opportunity for women, often in economic and political activities. Returning populations, both IDPs and refugees struggle to meet basic needs, and efforts to rebuild their lives are undermined by limited livelihoods opportunities often leading to societal tensions, particularly amongst youths.

Based on the recent trends steady spontaneous return of South Sudanese refugees is antici-pated. The spontaneous return is driven for the desire to return home, and in search for liveli-hoods opportunities. A deeper analysis of the return conditions and opportunities is critical for UNHCR, Government and partners to undertake informed interventions to create conducive conditions for any future sustainable returns.

To achieve the above, UNHCR needs an Information Management Associate (IMA) to sup-port UNHCR agency operations in South Sudan. The Information Management Associate will serve to strengthen UNHCR data collection, consolidation, analysis and report to inform UN-HCR programming for SRR. The staff member will be expected to also support field offices to implement standard protection monitoring and assessment tools and build capacity of part-ner staff in management of SRR operations data.Where information gaps exist, the Infor-mation Management Officer may help setting up primary data collection systems and organ-ize needs assessments, which may also involve other stakeholders.

South Sudan is a hardship duty station, which is classified as a non-family duty station as there are only basic infrastructure in the capital city Juba and the country. The operational context will include deep field activities, including in areas of shifting civil conflict. Strong, sta-ble, mature and flexible character is required.

Under the direct supervision of Associate Operations Data Management Officer the national UN Volunteer will undertake the following tasks:

  • Manage the use, maintenance and technical support of databases used in the operation, including planning and overseeing data collection, input and verifica-tions
  • Compile and aggregrate information elements required to produce standardized information products and implement data/information collection plans for base-line and context-specific data.
  • Collect, collate and process information and perform data quality and consisten-cy control
  • Generate statistical reports and infographics based on the standard reporting formats and ad-hoc reports, charts and tables as required by the management.
  • Support Spontaneous Refugee return activities including reconciliation of SRR data from different data sources, verification of SRR data entries and coordina-tion with field on Spontaneous Refugee return information issues.
  • Assist in specification and development of new applications/survey forms need-ed by the UNHCR Offices/Units in area of responsibilities in order to perform their tasks smoothly
  • May be required to support registration activities on-site assistance
  • Develop forms and tools for data collection and analysis.
  • Provide training, as necessary, to UNHCR staff as well as staff-members of implementing partners in relevant aspects of data and information management activities.
  • Support and leverage geographic data for map production and use in geograph-ic information systems (GIS).
  • Share UNHCR data with partner agencies and maintain Portal data and infor-mation in-line with agreed frequencies
  • Perform other duties as required

Furthermore, UN Volunteers are required to: • Strengthen their knowledge and understanding of the concept of volunteerism by read-ing relevant UNV and external publications and take active part in UNV activities (for in-stance in events that mark IVD); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; • Contribute articles/write-ups on field experiences and submit them for UNV publica-tions/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/Expected Output: - Technical support/training on data collection tools- Kobo provided for field enumerators - Weekly data clean-up conducted and feedback to field offices provided - Adhoc, Bi-weekly and Monthly statistics generated on Sponatenous refu-gee returns to inform response - Information Management strategy rolled out in coordination with data man-agement staff in IDP and Refugee Protection units - UNHCR information data portal regularly updated - A final statement of achievements towards volunteerism for development during the as-signment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

nformation Management or any related area - Knowledge of the UN system and the humanitarian community - Advanced Office skills, particularly Excel (e.g. pivot tables, functions, etc.). - Basic knowledge of relevant computer softwares (e.g. Adobe Illustrator, Adobe Pho-toshop, ARC GIS, MapInfo - Ability to formulate IM-related technical requirements and Operating Procedures. - Proven skills to analyse statistical information. - Strong written and oral presentation skills

  • Juba is a family duty station.
  • Staff is expected to communte daily to work from home.
  • Periodic deep field missions expected under challenging conditions in some areas across south Sudan

A 12 month contract; with subsequent contract extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of re-newal of the assignment.

Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event duty station is not within commuting distance from the place of recruitment. A Volunteer Living Al-lowance (VLA) of USD 1, 300 (amount and currency of payment) is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disabil-ity insurance are included (health insurance for up to 3 dependents), as well as final repatria-tion (if applicable) and resettlement allowance for satisfactory service
