BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetimes. In Colombia, WFP provides humanitarian relief assistance to hundreds of thousands of women, men, and children with high levels of food insecurity. This includes WFP’s response to the Venezuelan migration emergency since 2018 through a sub-regional Level-2 emergency response. WFP also provides life-saving assistance to populations affected by armed violence caused by illegal armed groups, and to disaster-affected groups and communities. Besides providing relief support, WFP also implements livelihood, resilience, early recovery, social protection, and school feeding activities, contributing to longer-term results.

The consultant will temporarily serve as the Head of the OIM and Reporting Team (until a longer-term solution is in place) and lead all activities in the CO which serve to ensure that the performance, operational, and donor information requirements are met. The consultant will effectively contribute to the establishment and presentation of a standard and consistent picture of WFP operations and associated results to facilitate informed and timely decision-making at all levels in the organisation.

The consultant will be part of the Research, Assessment, and Monitoring Unit (RAM), which is tasked with conducting sound food security and essential needs analyses to determine assistance needs, developing targeting criteria and methodologies, performing monitoring of all WFP’s activities, and reporting on performance. The consultant will be under the direct supervision of the Head of RAM.

ACCOUNTABILITIES/RESPONSIBILITIES:

  1. Support the OIM and Reporting Team during an interim phase, establish and implement its strategic plan. Define the team’s responsibilities and added value. Coordinate with other units to ensure proper alignment with programmatic and corporate objectives.
  2. Support and train reporting/IM staff based on the identified gaps and strengths in the team.
  3. Support on the production of quality internal and external reports (in English and Spanish), including donor reports, operational briefs, and other corporate products. Produce high quality background information, draft, proofread and edit reporting documents.
  4. Supervise and contribute to the production of donor reports as per contractual agreements, prepared by other team members. Guarantee data quality assurance and ensure documents are submitted in a timely fashion and with the highest quality standards.
  5. Collaborate with the VAM, M&E, and Programme teams to produce strengthen an operational dashboard (Tableau or Power BI) showcasing monthly key figures and accumulated assistance in the various programmes carried out by the Country Office. The product will support strategic decision-making and a clearer operational picture.
  6. Aggregate and consolidate beneficiary information and prepare beneficiary reports for the existing humanitarian coordination platforms (OCHA, and Inter-agency Groups for Mixed Migratory Flows – GIFMM).
  7. Participate in regular internal coordination meetings (operations meeting, unit meetings, management meetings) and external coordination meetings with regards to IM (OCHA, GIFMM).
  8. Ensure constant information flow across units in the Country Office and vis-a-vis the field offices, Regional Bureau Panama, and HQ in Rome. Set up mechanisms to ensure the consistency of information.
  9. Support/coordinate with the VAM team to ensure the most recent food security data is documented and regularly shared with the Country Office’s Management.
  10. Establish strong collaboration mechanisms with key units, such as Communications and Donor Relations to leverage the impact of reports and information produced, to ensure these are shared accordingly internally and externally, and to support advocacy efforts.
  11. Implement a Knowledge Management Hub using innovative and interactive tools. This will serve as a knowledge repository for the Country Office.
  12. Collaborate with the Research, Assessment, and Monitoring (RAM) unit to systematise reporting processes and further standardise procedures for information gathering and report drafting by providing training and guidance to relevant focal points in the Country Office and its field offices.

DELIVERABLES AT THE END OF THE CONTRACT:

By the end of the contract, the Consultant would have delivered the following results:

  • Reports and IM team strategy developed and refined based on the unit and CO needs.
  • Annual implementation plan in place with clear Key Performance Indicators and deliverables.
  • Operational, Donor, Government, and other reports drafted and submitted as per reports plan.
  • All reporting and IM products are successfully disseminated across the CO and externally on key platforms.
  • Consolidated beneficiary databases available for the CO’s use.
  • Monthly beneficiary reports delivered.
  • Operational dashboard strengthened based on gaps at the CO level.
  • Knowledge Management Hub in place.
  • Reporting processes systematised and understood across the Office, with the support of other team members.
  • Standard operational briefs available in a timely fashion.
  • Guidance and training provided to relevant focal points across the Office.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University degree in International Development, Humanitarian Affairs, Political Science, Economics, Statistics, Information Management or Journalism, Public Management, Social Sciences or other relevant field, or First University degree with additional years of related work experience and/or training/courses.

Experience:

At least 5 years of postgraduate professional experience in a relevant field of work, with a background and interest in international humanitarian development.

Knowledge & Skills:

Required:

  • Excellent written and oral communication skills (especially in English), including substantive analysis and report writing skills.
  • Good command of Microsoft Office, especially Excel and PowerPoint. Analytical, conscientious, proactive, fast learner, able to work independently with little supervision.
  • Able to manage several projects at a time.
  • Able to deliver high quality products with limited notice.
  • Excellent attention to detail.
  • Able to coordinate across a wide array of teams.
  • Adaptable and flexible to support the team based on the evolving needs of the unit and the CO.

Desirable:

  • Advanced knowledge of information management best practices, techniques, and processes with some understanding of the basic theoretical background.
  • Good command of data visualization platforms such as Tableau and Power BI.
  • Advanced knowledge of UN/WFP specific processes and systems.

    Languages:

    Fluency in English and at least a working level of Spanish is required (level B).
