Peace and Security Cluster

The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. It is led by the Director, who has overall authority and accountability for the performance PSC on behalf of its clients. The Director is responsible for administering and providing oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.

Background Information - Job-specific

Since 2008, UNMAS has played a critical role in facilitating the United Nations Mission for the Referendum in Western Sahara (MINURSO) mandate. By clearing minefields and cluster munition strike areas, as well as conducting route verification, UNMAS successfully enables safe passage for MINURSO military observers to monitor the ceasefire between the parties to the conflict, humanitarian aid workers and vulnerable local and nomadic populations. In addition, UNMAS also delivers Explosive Ordnance Risk awareness briefings for MINURSO military and civilian personnel, contributing to a safer environment for peacekeeping operations.

Functional Responsibilities

Reporting to the Quality Assurance Officer, the Information Management and Analytics Senior Analyst's main objective is to support the design, planning, delivery and maintenance of the UNMAS’ Information Management System (IMS) project. This support is grouped into three categories:

System Management - Support the administration of the IMS, such as licensing, user accounts and group management; - Contribute to the development of Information Management (IM) standards, processes and templates; - Contribute to the improvement of Institutional Memory management.

Technical Support - Develop and maintain complex Reporting and Analysis tools and workflows; - Assist in the development and maintenance of supporting tools and systems including databases, applications and other technical business case requirements; - Coordinate with and support programme level IM personnel with any IMS technical issues.

Capacity Building - Support training/workshops, guidance and resources to users on the use of IMS tools; - Facilitate the sharing of knowledge through various channels, Communities of Practice and coordination groups; - Assist in Research & Development and innovation Projects.

The Information Management and Analytics Senior Analyst may be asked to perform other IM related duties as required.

Education/Experience/Language requirements

Education

  • Advanced University Degree (Master’s Degree or equivalent) in Computer Science, GIS, Statistics, Mathematics, Data Analysis, or another relevant field with 2 years of relevant experience;

OR - First Level University Degree (Bachelor’s degree or equivalent) in Computer Science, GIS, Statistics, Mathematics, Data Analysis, or another relevant field with 4 years of relevant experience.

Experience

  • Relevant experience is defined as experience in Information Management (IM), Geographic Information System (GIS) and/or data management (data modelling, database design, migrations, etc);
  • Experience with Mine Action IM tools such as IMSMA and experience in SQL, Python and other scripting languages is desired;
  • Experience building complex reporting and analysis workflows and experience working with cloud-based infrastructure and database management, in particular using Google Cloud Platform and PostGres is desired.

Language - Fluency in English is required; - Knowledge of French and/or Arabic is desired.
