ABOUT THE JOB

The Information & Knowledge Management Officer for Economic Recovery programme DRC Country Programme in Afghanistan assist the strategic planning and implementation of all information and knowledge management processes and provide direction through data to improve programme quality over the course of project implementation. S/he plays a fundamental role in establishing and maintaining an effective information and knowledge management and learning system that helps Programme teams to make iterative improvements to design and implementation.

The Information & Knowledge Management Officer is directly responsible for overall Data Management for the Economic Recovery Program, Analysis and presentation for assessing and measuring quality and accountability of Economic Recovery support (i.e., Technical and Vocational Education and Trainings (TVET), support to job searches and establishment of market linkages, agricultural activities, micro-enterprise, cash for food & cash for work) and partnership MEAL through the application of MEAL Framework. This includes, among other responsibilities, a) support in the design of MEAL plan and IPTT, b) support assessment Scopes of Work (data collection tools and methodologies) for monitoring and evaluation purposes in collaboration with project teams, c) Supporting area offices in information and knowledge management and establish a strong system of Information and Knowledge Management for the Economic Recovery Program.

Coordinate and Extend support to the Area office-based Teams on data sets, analysis and periodical reporting, Program specific data management and presentation and further consolidate at the country level Economic Recovery Program.

S/he will be coordinating with MEAL team in the country office for maintaining IPTT and Output Tracker with the Information Management department to ensure proper sex-, age, and specific-needs segregated documentation and analysis of beneficiary profiles at country and area levels, with particular focus on safeguarding confidentiality of clients at all times.

Responsibilities:

Support to the Design and Implementation of Overall Information & Knowledge Management System for Economic Recovery Programme.

  • Lead to develop and maintain the information and knowledge management system which enable, inform and envisage the Economic Recovery program strategic direction
  • Design and administration of database management system
  • Generation of reports from data and integration of it as user friendly reports

Data collection tools development and use

  • Assist the development of relevant and quality data collection tools for quantitative and qualitative research related to our Economic Recovery and Partnership programming, e.g. baseline/end line surveys, minimum standard checklist, FGD/KII guides, etc.
  • Coordinate with technical unit and Partnership team on the review of relevant MEL tools for inputs

Data management, analysis and use

  • Design and management of Economic Recovery data sets, analysis and produce presentable analysis / reports
  • Collaborate with Team Leaders and EcRec Team in country office and MEAL team to ensure appropriate data management systems are in place and operationalized.
  • Assist EcRec Coordinator to consolidate and analyses trends and key findings of primary and secondary data
  • Support data analysis processes for monthly/regular Economic Recovery including raw and interpretative data analysis.
  • Closely coordinate with relevant programme staff to ensure project-relevant information is shared and used to properly track progress of projects (i.e. PDM reports, Distribution monitoring, IPTT) for strategic purpose

Coordination

  • Coordinate with Economic Recovery Team in Area Office and periodically track progress at output level
  • Coordinate with technical staff (Coordinator or Specialist and MEL Team) for overall information & knowledge management
  • Participate in periodical program meeting and ensure key findings and critical issues are taken upon

Reporting & Proposal development

  • Assist to EcRec Coordinator on output data for periodical / Quarterly Report, looking into trends and key findings to be shared with relevant team
  • Assist in creating lessons learned report
  • Assist in graphics and design of case studies and relevant documents

Technical management and capacity-building

  • Provide mentoring and technical support to AO EcRec staff in data collection, analysis and reporting and documentation

Others

  • Assist in other tasks as required by the Economic Recovery Coordinator / Specialists, including extensive support to other team members whenever deemed necessary

ABOUT YOU

To be successful in this role you must have:

Experience and technical competencies:

  • Minimum 3 years of relevant experience within the humanitarian field
  • Minimum 2-years of relevant working experience in database or information management
  • Demonstrated knowledge on different platforms on IM, knowledge management or
  • Experience in working in complex and volatile contexts
  • Capacity to think critically and analyses quantitative and qualitative data
  • Capacity to produce high-quality graphic oriented reports and analysis
  • Good level of proficiency in Word, PPT, Windows Excel, SPSS and Power BI.
  • Strong inter-personal, communication and leadership skills
  • Strong planning and organizational skills
  • Demonstrated commitment to meet deadlines and high degree of autonomy in his / her work

Education/qualifications:

  • Bachelor Degree in social sciences, humanitarian and/or development studies, or relevant field
  • Maters, Diplomas or Certification in M&E, IMS, Statistics or related fields an added value

Languages:

  • Fluency in English, both written and verbal
  • Ability to work in both Dari and/or Pashto
