NRC is looking for an Information, Counselling, and Legal Assistance (ICLA) Specialist to join the Bangladesh mission. The role holder will provide technical development of the Information, Counselling, and Legal Assistance thematic area, strategic direction, and quality assurance and control. The Information, Counselling, and Legal Assistance Specialist is responsible for mentoring, training, and capacity building of staff on the Information, Counselling, and Legal Assistance technical capacity.

What You Will Do

  • Information, Counselling, and Legal Assistance strategy, technical guidance, and Macro Logical Framework Approach developments.
  • Donor engagement on funding for programming.
  • Fundraising and proposal/budget/donor report development.
  • Trends, technical standards, and donor priority identification.
  • Technical quality and project implementation synergies.
  • Technical direction and project implementation support.
  • People leadership by identifying and recruiting staff; as well as providing mentorship and support; and capacity building and training.
  • Stakeholder relations, networking, and partnership development.
  • Forums/cluster/working groups participation and representation.

What You Will Bring

  • Legal assistance expertise experience in a humanitarian/recovery context.
  • Protection principles and technical legal advocacy knowledge.
  • Community-Based Dispute Resolution and Housing Land & Property programming implementation experience.
  • Complex and volatile context exposure.
  • South East Asia, context exposure and knowledge, pertaining to displacement and humanitarian needs will be an added advantage.
  • English fluency, both written and verbal.

What Makes This Position Attractive?

  • The opportunity to work in the steadily growing NRC mission of Bangladesh that has scaled up since inception in 2018 to respond to the Rohingya influx, and that has an increasingly growing portfolio and funding. NRC interventions are used to increase the acceptance of humanitarian assistance amongst Rohingya and Bangladeshi populations.
  • As of 2022, NRC is also working to respond to severe floods in Sylhet. Bangladesh is one of the world’s most disaster-prone countries while also hosting nearly 1 million Rohingya refugees. This is considered a protracted emergency in which displacement and recurrent climate disasters combine.

The current context is set against a backdrop of continued conflict in Rakhine State, steady attenuation of humanitarian access, and political pressure to repatriate refugees. This is characterised by multiple localised emergencies adversely affecting communities and populations with low levels of resilience, high vulnerability, and acute poverty.
