Information Counselling Legal Assistance (ICLA) Coordinator Iran North (Nationals only)

Overview

Manage ICLA projects in compliance with NRC standards and strategies.

You have:

• Minimum 3 years’ Experience from a project implementation position in a humanitarian/recovery context
• Fluency in English and Farsi, both written and verbal
• Minimum BSc in law or related majors
• Knowledge about own leadership skills/profile
• Knowledge of the Afghanistan displacement context is an asset
• Experience in team management is an asset
• Detail-oriented and strong organizational skills
• Technical specific knowledge from the humanitarian sector and SPHERE standards is a plus

The Information Counselling Legal Assistance (ICLA) unit is responsible for proceeding cases on information counseling, legal assistance, and related activities, mainly counseling and CVA assistance for individual protection outcomes. The position aims to ensure high-quality project implementation at the field level and that activities are aligned with the NRC ICLA strategy while benefiting from innovation to manage resources effectively and expanding the core competency in the area.

Responsibilities

Generic responsibilities:

1. Manage all phases of the project’s life cycle.
2. Line management of ICLA project field staff.
3. Adherence to NRC policies, guidance, and procedures.
4. Contribute to CC strategy development, project proposals, and provide input on needs and gaps regularly.
5. Manage and implement delegated ICLA projects (activities, budget, and project documentation) as delegated from line manager in line with proposals, strategies, and donor requirements, and ensure high technical quality.
6. Provide regular progress reports to the Area Manager.
7. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist.
8. Promote and share ideas for improvement and necessary changes in the activities.
9. Ensure capacity building of project staff and transfer key skills.
10. Liaise and collaborate with relevant local authorities, partners, and other key stakeholders.
11. Promote the rights of IDPs/returnees in line with the advocacy strategy.
12. Support training of NRC and partners’ staff on ICLA programming.
13. Support the implementation of Safe and Inclusive Programming Minimum Standards across your area of work.

Specific responsibilities:

1. Implementation of ICLA activities in the area in compliance with contractual commitments (i.e., quality, targets, synergies, timeliness, use of resources).
2. Assess needs, develop response, and implement ICLA-related response plans.
3. Ensure optimal use of resources within the allocated project budgets and ICLA strategies.
4. Ensure that capacity building is provided to ICLA staff in the Area.
5. Responsible for ICLA project budget monitoring, forecasting/spending plan monthly.
6. Maintain positive working relationships with all Provincial-level government authorities and local partners (project approvals, reporting, follow-up of project implementation).
7. Ensure proper coordination with the other IP team and CCs in the area office.
8. Attend weekly/monthly meetings (PRM, area management)
9. Close collaboration with partners on different aspects of projects.
