Background

The Norwegian Refugee Council has been present in Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation, and legal assistance. Rapid change of situation in February 2022 during which whole Ukraine became affected by the conflict required significant scale-up of emergency programmes.

Today NRC is providing support to people affected by armed conflict and those fleeing in search of safety.

Prior to the escalation in armed conflict in February, NRC’s operations focused on government-controlled areas (GCA) of the Donbas Region (Luhansk and Donetsk Oblasts). With the temporary relocation of NRC’s staff and operations to Central and Western Ukraine, NRC will continue to support populations in the East with emergency, life-saving food, NFI and emergency shelter assistance to people trapped in hot zones. In the West, NRC established a temporary national HUB in the Ivano-Frankivska region and is establishing area offices in Ternopil and Dnipro. Additionally, NRC is planning to establish field offices in Lviv and Mokachevo. The Western response will focus on assisting people on the move with cash and ICLA services and provide multi-sectoral support to key transit points. The Eastern response will initially focus on procurement and delivery of food and key relief items to Donetsk, Luhansk and Kharkiv regions.

Duties & Responsibilities

The purpose of the ICLA Specialist position is to provide strategic direction in order to adapt and develop the NRC’s ICLA programme in line with the new emergency context in Ukraine, in close collaboration with the existing ICLA technical team. The ICLA Specialist will ensure quality assurance and quality control of the implementation of ICLA teams and its partners and will also be responsible for capacity building of the technical staff on new thematic areas or any technical matters, as needed. The ICLA Specialist will work closely with the advocacy colleagues to continue its programme advocacy work.

  1. Develop the ICLA strategy and provide technical guidance that are both aligned with the regional and global strategies and priorities.
  2. Ensure compliance with and adherence to NRC policies, guidance, and procedures.
  3. Contribute to fundraising, and develop and revise funding proposal, budgets, and donor reports.
  4. Identify trends, technical standards, and donor priorities.
  5. Follow up on compliance with contractual commitments within ICLA and ensure high technical quality and synergies in the project implementation.
  6. Provide technical direction and project implementation support.
  7. Ensure that key learnings are extracted from the ICLA implementation and incorporate them in the programme and staff development processes.
  8. Represent NRC in all relevant forums/clusters, including national authorities and donors.
  9. Oversee and be responsible of mainstreaming protection principles in the NRC ICLA activities as per NRC’s Safe and Inclusive Programming (SIP) guidelines and ensure that all breaches/concerns reported are properly resolved.

Skills & Experience

  • Minimum 4 years’ experience in working as a senior Project/Programme Manager and/or Adviser in a humanitarian/recovery context
  • Proven expertise in international human rights and refugee law, protection principles and access to justice issues
  • Previous experience in ICLA related interventions
  • Previous experience in emergency response is an asset
  • Knowledge about own leadership skills/profile
  • University degree or higher education relevant to the assignment
  • Proven skills and experience in report and proposal writing
  • Experience from working in complex and volatile contexts
  • Prior experience and proven capability in training and capacity development
  • Fluency in English, both written and spoken
  • Knowledge of Ukraine context is an asset
  • Knowledge of Russian language is an asset

Access to a Schengen visa is required for positions in Ukraine

  • Salary: According to NRC’s Salary Scale. NRC offers a competitive compensation and benefits package, including R&R.
