NRC has been present in CAR since 2014 and currently runs operations covering a large geographic area with activities spread across strategic districts throughout the territory such as Mambere Kadei, Sangha Mbayere and Nana Mambere in the West, Nana Gribizi, Kemo, and Ouaka in the Centre, Basse-Kotto in the southeast, and Lobaye and Ombella Mpoko in the SouthWest. NRC operates from three field offices in Berberati, Kaga Bandoro, and Alindao, and a country office in Bangui, the capital city. The program portfolio includes five core competencies: ICLA, Livelihoods and Food Security, WASH, Shelter, and Education, as well as Protection programs.

NRC’s Information, Counselling and Legal Assistance (ICLA) programme seeks to ensure that beneficiaries have access to civil documentation, and housing, land and property (HLP) rights. The ICLA team intervenes through its own teams, implementing partners as well as HLP community mechanisms supported by NRC to conduct collaborative dispute resolution and support returnees in claiming restitution of housing or land lost/occupied. In addition to the provision of legal services, the ICLA programme also engages with authorities and other relevant actors to strengthen their capacity in addressing civil documentation and HLP issues affecting displaced persons and host communities in the Central African Republic.

NRC is therefore looking for a Project Manager to lead ICLA project implementation and coordination of activities in its various areas of operations in the Central African Republic.

Role and responsibilities

  • Coordinate and supervise ICLA project teams and activity implementation such as progress reports, work plan monitoring, spending follow-up, regular team meetings.
  • Expand and maintain NRC’s network of relevant stakeholders in all operational areas
  • Work closely with the ICLA Programme Development Manager (PDM) in ensuring the operationalization of the ICLA strategy in country and the harmonization of approaches across bases
  • Document case studies and best practices for facilitating secure land tenure and identity documents for Internally Displaced Persons (IDPs), returnees and host communities
  • Prepare presentations and papers demonstrating lessons learned
  • Support development and strengthening of synergies between all NRC programs
  • Carry out thematic assessments in the areas of expertise
  • Support the preparation of funding proposals
  • Coordinate preparation of donor reports, GORS (NRC-internal database) and periodic reports on activities and progress
  • Ensure capacity building for ICLA staff and partners in areas pertaining to ICLA
  • Supervision of ICLA implementing partners’ selection, contracting, performance and compliance with NRC rules and regulations
  • Travel regularly to the other bases with ICLA projects (Bangui, Kaga-Bandoro and Alindao) to support field teams
  • Ensure that NRC’s programs are guided and effectively abide by humanitarian principles

Competencies

  • Master’s Degree in Social Sciences, Law or any relevant related field
  • Minimum 3 years of relevant project management experience, ideally related to displacement issues, human rights and/or humanitarian legal aid
  • Sound understanding of humanitarian principles and approaches, including protection and safe programming principles
  • Solid experience in project cycle management, staff management, and report writing
  • Fluency in French, both written and verbal; knowledge of English will be an advantage

Additional Information

Reports to: Area Manager (or Area Programme Manager if applicable)

Supervision of : ICLA Project Coordinator

Travel : 60% to the other bases with ICLA teams
