You have:

  • Minimum 5 years of experience from a senior-level project implementation position in a humanitarian/recovery context.
  • Experience from working in complex and volatile contexts.
  • Technical protection expertise.
  • Documented results related to the position’s responsibilities.
  • Fluency in English, both written and verbal, is required.
  • Relevant completed university degree (Social Sciences, Anthropology, Geography, Law, Development Studies, etc); Master’s degree or higher is an advantage.
  • Professional experience in legal protection programming.
  • Experience working with a population with different types of vulnerability.
  • Experience in budget management.
  • Willingness to travel in areas where NRC has a presence and to spend the night in the field.

Background

The Information, Counselling and Legal Assistance (ICLA) programme in Nigeria supports displaced and conflict-affected populations to access their rights, secure legal identity and civil documentation, obtainHousing, Land and Property (HLP) rights, and pursue durable solutions in line with national legislation and humanitarian standards. Operating primarily in the conflict-affected North-East and expanding to other displacement-affected contexts where relevant, the programme works closely with government institutions, communities, and humanitarian partners to strengthen protection outcomes and improve access to justice for vulnerable populations.

This position is part of NRC's established ICLA programme in Nigeria and provides technical leadership to ensure high-quality, context-responsive programme design and implementation.

The role serves as the principal ICLA technical expert, advising senior management and programme teams on strategy, programme quality, donor engagement, and legal and policy developments.

It also provides technical oversight and capacity strengthening to ICLA staff across area offices, ensuring that interventions are evidence-based, aligned with NRC's global standards, and responsive to the evolving protection and displacement context in Nigeria.

What we are looking for

As the Information, Counselling and Legal Assistance (ICLA) Programme Development Manager (PDM), you will design, develop, and implement ICLA projects in Nigeria while contributing to the country’s ICLA response. Additionally, you will travel across NRC’s areas of operation to ensure the quality of ICLA programming, directly manage ICLA partnerships, and strengthen partners’ technical capacity through knowledge transfer.

What you will do

  • Development of ICLA strategy, technical SOPs/guidelines and Macro LFAs.
  • Compliance and adherence to NRC policies, CC tools, handbooks and guidelines.
  • Responsible for developing and managing funding proposals, project budgets, and donor reports.
  • Overall management of project staff.
  • Coordinate and manage ICLA project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
  • Ensure capacity building of project staff and transfer key skills.
  • Liaise and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/clusters/working groups.
  • Promote the rights of IDPs/returnees, deportees, refugees or migrants in line with the advocacy strategy.
