The ICT Officer (Technology for Development) will assist the Regional Office and Europe and Central Asia Region (ECAR) Country Offices with their overall T4D and Innovation strategies; implementation of portfolio management processes; compliance with internal ICT policies as related to T4D (cyber security, child safeguarding, data protection); identification, assessment and integration of digital tools into UNICEF programming and government systems; identifying and engaging with key partners; identifying and supporting Digital Public Goods (DPGs); documentation and evidence generation; and maximizing potential for T4D scale-up and rollout.

The incumbent is directly supervised by the Regional Technology for Development (T4D) Business Analyst, but works closely with Regional and Country Programme, ICT, T4D and Innovation staff, and in close liaison with the ICT Division (ICTD), the Digital Centre of Excellence (DCOE) and the Office of Innovation (OOI).

How can you make a difference?

Summary of the key functions, accountabilities and related duties or tasks include:

  1. Assist in T4D function and provide technical and programmatic support.
  2. Provide help and assist with capacity building and knowledge management.
  3. Support and engage in T4D operation, partnerships, and networks.
  4. Assist in Strategic Development for Technology-enabled Programming.

1. Assist in T4D function and provide technical and programmatic support

• Provide support and technical assistance to the Regional office and Country Offices in ECAR in the identification, selection, deployment, and sustainability of T4D interventions to address bottlenecks towards the achievement of programme results. • Assist programme sections to identify and assess new T4D initiatives, or new phases of on-going initiatives, with immediate potential to improve UNICEF programming. • Assist the review of technical solutions to ensure UNICEF standards are followed; contribute to project management processes, generation, and review of terms of reference and vendor selection. • Support human/user-centred design methods to enable user-acceptance testing, evaluation, documentation, and analysis.

2. Provide help, and assist with capacity building and knowledge management:

• Provide technical and operational support to country offices. • Identify, capture, synthesize and share lessons learned from T4D for integration into broader knowledge development planning, advocacy and communication efforts. • Offer or coordinate training workshops or clinics to build end-users capacity or to introduce new solutions and services. • Support the planning, organization and implementation of capacity building and knowledge management initiatives to enhance staff competencies. • Support opportunities to improve productively, efficiency, effectiveness, and foster innovation. • Participate in-person or remotely in country, regional or global events, discussions setting the future of ICT evolution to achieve UNICEF mission. • Stay abreast of ICT trends, developments, and best practices through professional development –journals, training, certification, etc.

3. Support and engage in T4D operation, partnerships, and networks:

• Assist in maintaining an inventory of Technology and Innovation interventions, assets, resources, and networks. • Support the development of partnerships and networks with local solution providers, NGOs, the private sector, and academia to build and provide a space to nurture and test new and innovative technologies. • Participate in and facilitate the establishment of strategic long-term engagements (such as LTAs, PCAs and MoUs) with strategic partners in ECAR. • Assist in updating a catalogue of country specific T4D partners and their profiles/areas of engagement to promote and enhance UNICEF goals for outcomes for children through the use of Technology for Development. • Assist in providing information for annual reports, reviews, or audits. 4. Assist in Strategic Development for Technology-enabled Programming:

• Support implementation of the technology and digital innovation strategy for the country offices. • Help monitor development and quality assurance during planning and deployment of T4D initiatives. • Participate in establishing and maintaining standards, documentation, and support mechanisms for T4D. • Assist in the facilitation of project management methodologies trainings and support the application by staff, counterparts and implementing partners. • Participate in T4D working groups, Governance Committee, and support compliance of T4D initiatives with the Principles for Digital Development (http://digitalprinciples.org/) and UNICEF T4D best practice.

Impact of Results:

The ICT function supports UNICEF’s mission and strategic plan by enabling programme and operational effectiveness and efficiency through innovation, partnerships and providing ICT solutions and services in a timely, secure and safe manner.

With regards to the performance of the incumbent, any failures not properly addressed or corrected will have high operational and damaging impact to UNICEF office as a whole. The absence or lack of a sound management of the ICT functions will affect UNICEF’s ability to support local counterparts and implementing partners and potentially affect UNICEF ICT globally and possibly have legal or financial repercussions affecting UNICEF’s brand and reputation.

To qualify as an advocate for every child you will have…

  • A university degree in computer science, software engineering, information technology management, business analysis, or another relevant technical field is required.
  • A minimum of one year of professional experience in information technology management, project management, software development and business operations in a large international organization and/or corporation is required. Experience in a UN organization is an asset.
  • Certification and/or proven experience in one of these several ICT technical competencies: ICT Project Management, Business Analytics, Information Security, ICT Audit and Risk Management, Telecommunications, Networks Information Security and Software Engineering and Programming
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
