Contract
This is a UNV International Specialist contract. This kind of contract is known as International UN Volunteer. It is normally internationally recruited only. More about UNV International Specialist contracts.
The ICT Specialist will support in leading the UNOCHA Juba ICT Section and ensure provision of satisfactory ICT support services for the OCHA office UN agencies connected to the network, as well for programmes and project supported by UNCOCHA including for out posted project team and furthermore technical assistance on ICT matters for the government counterpart. This will include implementing ICT management systems (rollout of corporate systems but may also involve development), providing information management tools and technology infrastructure in the counterpart and project offices. The ICT Specialist is responsible for the review of and advise on the use of new technologies that will enhance the productivity of projects and Government partners. The ICT Specialist will promote a client oriented approach and will work in close collaboration with Regional Bureau for Africa Office of Information Systems and Technology (OIST),
under the direct supervision of the Head of Administration, the ICT Specialist will undertake the following tasks:
1) Ensures implementation of ICT strategies and introduction and implementation of new technologies, for the Country Office, outposted project teams and Government counterparts, focusing on achievement of the following results:
Full compliance with corporate information management and technology standards, guidance, and procedures for the CO technology environment.
ICT Analysis of the requirement and elaboration of internal policies and procedures on the use of ICT. CT business processes mapping and elaboration/establishment of internal Standard Operating Procedures (SOPs) in ICT management, control of the work- flows in the ICT team.
Participation in the business process reengineering activities and ensure that business needs drive IT
solutions related to corporate resource management.
Conduct of market research and analysis, and introduction of new technology for country office system updating and improvement.
Provision of advice on and assistance in procurement of new ICT equipment for the CO and projects, provision of technical specifications and information on best options in both local and international markets.
Development and update of the ICT annual plan and road map. Development and update of the business continuity plan, disaster recovery plan, ICT infrastructure and training plans. Follow up on their implementation.
Provision of effective and client-oriented services.
2) Advise and provide technical support to Programme and Project Managers, and their government counterparts, on ICT issues, focusing on the following results: Explanation of the UNOCHA Corporate ICT Policy to the Management to ensure sound understanding before major ICT Management decisions are made. Provision of sufficient information to the Management to ensure that the right budgetary allocation is made for the ICT Unit and Office ICT needs. Preparation of ICT Unit Work plan focusing on the input and needs of the office and based on the approval of the Senior Management.
3) Manages hardware and software packages, as requested by Country Office Management, Programmes and Project teams, focusing on the achievement of the following results:
Project and counterpart hardware and software platforms meet the standards and the Country Office key business processes.
Provision of advice on maintenance of equipment and acquisition of hardware supplies.
Supervision of the implementation of corporate UNOCHA systems.
Development of new software for high impact results. office management system, e- registry, intranet, etc
4) Ensures efficient networks administration at project and out-posted sites, focusing on achievements of the following results:
Monitoring of the computing resources to provide a stable and responsive environment.
Operation of network utility procedures defining network users and security attributes establishing directories, menus, and drive-mappings, configuring network printers, and providing user access.
Monitoring of backup and restoration procedures for both server and local drives.
Timely upgrade of LAN infrastructure and Internet connectivity to meet UNDP requirements.
Provision of technical advice on network administration to other agencies as required; monitoring and preparation of bills for cost-recovery for the services provided.
5) Supports the UNOCHA Juba ICT Unit in the Capacity Building and mentoring of the members of UNOCHA project teams and their government counterparts, focusing on achievement of the following results: Identification of relevant training opportunities/workshops for the ICT staff that will improve on their skills and knowledge. Better understanding of the ICT Policy by staff members. This will be achieved by sharing and explaining UNOCHA ICT policy to staff members Better working relations of ICT staff with other staff members by offering over- all guidance and mentoring to Unit team members in their day-to-day activities.
6) Provides web management support services for projects and counterparts, focusing on achievement of the following results:
Identification of opportunities and ways of converting business processes into web-based systems to address the issues of efficiency (e.g. office management systems, donor profile software, knowledge management systems).
Creation and technical maintenance of the CO websites and Intranet.
Provision of technical advice on web management to other agencies as required and monitoring/preparation of bills for cost-recovery for the services provided
7) Ensure facilitation of knowledge building and knowledge sharing in the office and amongst partners, focusing on achievement of the following results:
Identification and promotion of different systems and applications for optimal content management, knowledge management and sharing, information provision.
Organization of training for the operations/projects staff on ICT issues.
Synthesis of lessons learned, and best practices directly linked to ICT management.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.
Note on novel coronavirus – COVID-19. The rapidly changing nature of novel coronavirus COVID-19 has placed significant and increasing restrictions on the freedom of movement of people, even within countries. Such restrictions may affect the ability of UN Volunteers to begin their assignments at their assigned duty station or limit the ability to enter UN premises. Thus, UNV cannot guarantee assignments will proceed as normal. Candidates for UN Volunteer assignments requiring travel to the duty station may be exceptionally granted during this period alternative working arrangements to work from their place of recruitment until restrictions are lifted. Candidates for UN Volunteer assignments may also need to begin their assignments remotely in cases where access to UN premises is restricted. These are decisions at the discretion of the host entity. Candidates proceeding to interview are recommended to discuss travel requirements, any restrictions, and possible alternative arrangements with the host entity. If selected, candidates should carefully consider the circumstances before accepting UNV’s offer.
The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment. Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event the duty station is not within commuting distance from the place of recruitment. The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service. Furthermore, in non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, a Well-Being Differential (WBD) will be provided monthly.
