Org. Setting and Reporting This post is located within the Joint Analysis and Reporting Unit (JARU), United Nations Mission in Kosovo (UNMIK). The UNMIK JARU provides an integrated analytical and reporting capacity in UNMIK. It is responsible for the collection, coordination, analysis and dissemination of information in order to inform senior Mission leadership decision making and ensure greater situational awareness. In addition to producing situation reports, it undertakes integrated assessments of key political, economic and security developments and trend analyses of key issues and provides integrated forecasts in critical issue areas. Finally, JARU provides direct research and analytical support to other UNMIK offices when required. These maybe ad hoc projects or on-going support.

Responsibilities Within limits of delegated authority, the P-3 Information Analyst, Political Affairs will be responsible for, but not limited to, the performance of the following duties: •Maintain an understanding of the political, security, and human rights situation in the mission area and region; follow unfolding events; conduct mid-to-long term trend analysis; work with colleagues to gather and verify information; and be able to select, confirm, and present the relevant information, with the appropriate political context, in a succinct manner (written or oral) to a variety of audiences, including senior leaders; collect and analyse multi-source information in order to produce integrated analysis and forward-looking assessments in support of enhanced mission planning and decision-making; •In particular, the analyst must maintain a high-level of situational awareness concerning political, security and economic developments and trends in Kosovo and the region; •Help identify areas for potential research and analysis. Collate, evaluate and provide short- or long-term analysis on developments/events affecting the implementation of the UNMIK mandate, using sources such as: UNMIK components (civilian, police, military), members of the diplomatic community, international and multilateral organisations, NGOs, media and other key stakeholders; •Ensure situational awareness by producing (or coordinating the production of) accurate and timely reports, analysis, and briefings that inform senior leaders' decision-making, policy development and planning; •Prepare, edit and disseminate information in the form of regular reports, specific papers, incident reports, threat assessments, briefs, incident/trend analysis, scenario papers, profiles and risk maps that provide analytical coverage of political and social economic developmental aspects in a post-conflict environment; •Conduct quantitative analysis of data to identify and interpret trends and patterns, using applicable software tools and statistical methods, in support of mission’s analytical needs; •Design and produce visual interpretation of data, including charts, dashboards, timelines, and maps, in support of JARU’s analytical products and projects; •Contribute to analysis and management of geospatial data and produce relevant mapping products using available GIS software tools; •Manage and organise content in relevant information management tools and platforms, provide overall quality control for the platforms; Serve as the UNMIK focal point and lead JARU analyst for the SAGE situational awareness system; •Researches, analyses and evaluates new applications of information technology for data management, visualisation, and modelling; serve as focal point for the integration of additional analytical software tools; •Provide briefings to the Mission Leadership Team, senior UN staff and visiting delegations and represent the JARU in meetings, as directed; •Facilitate integrated operational planning in close coordination with other mission components, including the operationalisation of early responses to early warning indicators; •Foster effective working relationships with other UNMIK components and relevant external actors and organisations; •Support the UN Crisis Management Team, as required; and, •Perform other duties as required, in support of the JARU, UNMIK and/or UNHQ, or as directed.

Competencies Professionalism: •Strong analytical skills and experience in information collection and management; •The ability to analyse, model and interpret data in support of decision-making, and convey information succinctly to management; •Working knowledge of analytical software tools that manage, analyse and visualise qualitative and quantitative data, such the SAGE platform, MS Power BI and ArcGIS is required; •Excellent drafting and editing skills with the proven ability to produce cogent, forward-looking analytical products based on qualitative and quantitative methods; •Proven analytical ability and experience in building information networks in a complex conflict and post-conflict environments is desired; •Proven ability to work with open-source, internet-based data, especially social media analytical tools and methodologies is desired; •Proven ability to integrate different perspectives, inter alia, political, civil affairs, military, police, security, humanitarian, human rights, rule of law, gender, child protection, development, environmental and electoral affairs, into analytical products is required; and, •Ability to coordinate with many different actors in both the Mission and the UN system, to develop and foster collaboration and contact networks and to work in a multi-cultural, multi-ethnic environment and maintain effective working relations with people of different national, professional and cultural backgrounds; conscientious and efficient in meeting commitments, observing deadlines and achieving results; motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations; takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Communication: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience.

Team Work: Works collaboratively with colleagues to achieve organisational goals; solicits input by genuinely valuing others' ideas and expertise; is willing to learn from others; places team agenda before personal agenda.

Education Advanced university degree (Master's degree or equivalent) in political science, security studies, social sciences, international relations, law, public administration, economics or related field. A first level university degree with a relevant combination of academic qualifications and professional experience may be accepted in lieu of the advanced university degree.

Successful completion of the JOC and/or JMAC course is desired.

Work Experience A minimum of five years of progressively responsible experience in political or international affairs work, political and/or law enforcement information analysis, political journalism, security (military or police) operations, diplomacy, human rights, or related field is required. A minimum of two years of progressively responsible experience in information management, data management, GIS & mapping, data visualisation, or other related areas is required. Proven experience drafting high quality, accurate documents in English under tight deadlines is required. Experience of working with good knowledge of SharePoint or similar file management systems as well as strong knowledge of Excel, PowerPoint and Word is required. Experience working in a multicultural and multidisciplinary team is required. At least two years of work experience in conflict or post-conflict settings is desirable. Experience briefing senior officials on complex or multidimensional issues is desirable. Prior experience as part of a JMAC in a peacekeeping operation is desirable. Prior professional experience in Kosovo and/or the wider region is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Serbian and/or Albanian languages are an asset.
