Duties and Responsibilities Background

The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the 2030 Agenda with the Sustainable Development Goals (SDGs) and the New Urban Agenda (NUA).

UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development.

The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government in order to support the formulation and implementation of more effective, sustainable, participative and socially fairer urban economic, social and environmental policies.

In order to expand the programme and seek support to work with the challenges of reducing urban poverty and integrating all segments of the population into the fabric of the city, UN-Habitat is a partner of Instituto Pereira Passos (IPP) of the Municipality of Rio de Janeiro (PCRJ) in the implementation of the Social Territories Programme. To respect, protect and achieve rights and build a fairer and more equitable city, the Social Territories Programme aims to identify the most vulnerable urban population of the city of Rio de Janeiro, better understand their living conditions and promote a specialized support to integrate them into public registries, the network of basic services and the municipal urban fabric.

The Social Territories Programme has been implemented, since 2019, in large favela complexes (Alemão, Chapadão, Cidade de Deus, Lins, Maré, Pedreira, Penha, Jacarezinho, Rocinha and Vila Kennedy) and is currently being expanded in larger scale throughout the city.

In order to continue with the due implementation of the Social Territories Programme, UN-Habitat office in Rio de Janeiro is looking for an Information Analyst (GIS).

Report to UN-Habitat Manager:

The Information Analyst (GIS) reports to the National Officer for Brazil, who will evaluate him/her.

Responsibilities

Performing the following activities: - Participate and support the organization of capacity building activities for government teams involved in the implementation of the “Social Territories Project in Large Favelas Complexes”; - Analyse the results with territorial vision to support public policies planning; - Accompany the studies and research related to the large favelas complexes, especially the mapping process; - Revise all documents produced by the team related to spatial data and information; - Revise the results of the Multidimensional Poverty Index in the large favelas complexes; - Supporting the project’s work plan and daily activities, especially in the field supporting the supervision of the Coordination Assistants, Local Managers, Field Agents and Technical Assistants. - Provide information for the systematization and exchange of successful practices and experiences with other offices in the region and with headquarters divisions. - Attend to meetings and conferences promoted by UN-Habitat, as requested; - Prepare technical reports. - Monitor the programme and the participating households; - Document expert group meetings, forums, consultations, training events and other activities related to the planning, development and implementation of the programme, if requested; - Maintain an orderly and accessible information file related to the information and data produced; - Be responsible for the delivery according to deadlines for each task; - Perform other duties which may be requested by the supervisor.

The Consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE is required to be accredited during the first month of employment.

The Consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System.

Outputs/Work Assignment:

The Information Analyst (GIS) shall revise all documents produced by the team related to spatial data and information and revise the results of the Multidimensional Poverty Index in the large favelas complexes.

Qualifications/special skills Academic Qualifications

Required: - Bachelor’s Degree in Geography or Cartographic Engineering is required, or related field is required, or additional three (3) years of relevant experience to the post, beyond the requirement - Academic experience related to urban data in Brazil.

Desired: - Academic experience on themes related to data analysis and information, geoprocessing and remote sensing;

Experience:

  • A minimum of five (5) years of progressively responsible experience in research and/or project management on geographic data;
  • Professional experience related to urban data in Brazil is required;
  • Professional experience on themes related to data analysis and information, geoprocessing and remote sensing is required;
  • Previous experience within the UN System would be an asset;

Skills:

  • Proficiency in computer programs such as Microsoft Office, Outlook, GIS softwares, survey for ArcGIS and internet search functions;
  • Specific courses on GIS softwares is an asset;

Knowledge Management

  • He or she must know the processes, procedures and norms of the organization, in order to guarantee an adequate quality of the activities described above, following the standards of the organization.
  • He or she will propose formats and procedures that allow the efficient implementation of the activities related to the project development.
  • He or she must know the file of the Office, work with it and ensure its proper maintenance, accessibility for all staff and due updating.
  • He or she will prepare databases of different types related to the project development.
  • He or she will make sure that all relevant technical information will be adequately shared with the correspondent staff.
  • He or she will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation of all staff.

The consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System.

  • Communication: Ability to write clearly and effectively; listen to others, interpret messages correctly and respond appropriately; show openness in information sharing and keep everyone informed; solid abstract reasoning skills together with a proven capacity to write documents for diverse audiences.
  • Teamwork: Ability to work with teams, demonstrate leadership, conflict management and consensus facilitation skills; ability to work in a multicultural and multi-ethnic environment, and to respect diversity; sensitivity to the main-streaming of vulnerability; willingness and ability to work in difficult environments

    Languages - Fluency in Portuguese is required.

  • Knowledge of any other working language of the United Nations is considered an added advantage.

    Additional Information Remuneration (SB-3/5): BRL 7.505,42.

Travel details

The consultant must be available to travel to the places related to the activities in the country, if requested by the National Officer for Brazil and/or the International Officer. Travels will be coordinated and financed by UN-Habitat, according to the United Nations travel rules and guidelines. Note: During the COVID-19 pandemic quarantine, travel is not advised.
