Org. Setting and Reporting

This position is located within the United Nations Investigative Team for Accountability of Da'esh / ISIL (UNITAD) and will be based in Erbil, KRI, Iraq. The post is in the Office for Field Investigations (OFI), team FIU5 involved in investigating and analyzing the crimes committed against the Christian community and crimes committed in Mosul which may amount to war crimes, crimes against humanity or genocide. The Information Analyst will answer to the Team Leader of FIU-5 and the Senior Legal Officer in charge of the investigations in Erbil.

UNITAD was established by the Secretary-General pursuant to Security Council resolution 2379 (2017), according to which it is mandated to support domestic efforts to hold ISIL (Da'esh) accountable by collecting, preserving, and storing evidence in Iraq of acts that may amount to war crimes, crimes against humanity and genocide committed by the terrorist group ISIL (Da'esh) in Iraq.

Responsibilities

Within delegated authority, the Associate Information Analyst will be responsible for the following duties:

• Undertakes in-depth analysis of evidence collected by UNITAD, specifically in relation to the crimes committed against the Yazidi population of Iraq that may amount to war crimes, crimes against humanity or genocide. • Classifies, manages, stores and transfers information by using the UNITAD information management processes and systems including Relativity, Case Dynamics, ELMS, Analysis notebook, iBase and Tresorit. • Maintains a system for classifying and storing confidential information, in consultation with OFI, team leader and information management/technology expertise. • Gathers, organizes, analyzes, and synthesizes information for the identification of gaps and trends, production of forecasts, specifically related to the crimes committed against the Yazidi population and any other investigative priorities, if and when required. • Gathers, organizes, analyzes, and synthesizes information in support of the interview process, and assist in preparations of conducting interviews. • Drafts analytical reports and assessments to support UNITAD’s investigations into the crimes committed in Nineveh, in consultation with the Information Analyst; . • Liaises closely with the team leader, and team members including national staff, investigators, and lawyers, as well as information and evidence officers working within the Evidence Management Office in Baghdad in building cases against identified ISIL perpetrators to be brought to justice in Iraq or elsewhere. • Undertakes in-depth analysis of research and analysis of complex political, military, paramilitary, and other related Da'esh activities in cases involving serious breaches of international humanitarian law, such as genocide, crimes against humanity and war crimes, including sexual and gender-based violence. • Maintains understanding of developments/events relevant for the implementation of UNITAD's mandate through monitoring and collection of data/information from multiple sources, including UNITAD components, Iraqi judicial/military/civilian authorities, NGOs, media and other key stakeholders. • Contributes to effective working relationships within UNITAD and with relevant external actors and organizations such as government officials, civil society actors and UN entities by participating in briefings and conferences. • Performs other duties as required.

Education

Advanced university degree (Master's degree or equivalent) in political science, international relations, foreign affairs, law or related field is required. A first-level university degree in combination with 2 additional years of qualifying experience and relevant academic/professional qualifications such as accreditations from military or government command and staff colleges may be accepted in lieu of the advanced university degree. Certificate/Diploma in Operating Systems- Software Development, Information Technology, Relativity or related field is desirable.

Work Experience

A minimum of five (5) years of progressively responsible experience in intelligence or information analysis, political science, international relations, journalism, development, security (military or police) or related field is required.

Experience in research, information analysis and drafting of analytical products is required.

Experience in management processes and systems including Relativity, Case Dynamics, ELMS, Analysis notebook, iBase or Tresorit is required.

Experience in reviewing large collections of data/evidence in relation to ISIL crimes, including internal documentary evidence is required.

Experience working in the geographical region of operations is required.

Experience in working in investigations or intelligence analysis in relation to ISIL (Da'esh) is desirable.

Experience working in or in support of a field operation, of the United Nations Common System or a comparable international organization is desirable.

Experience working in investigations or intelligence analysis in the Middle East region is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Fluency in Arabic is required.

NOTE: ''Fluency'' equals a rating of ''fluent'' in all four areas (read, write, speak, understand) and ''Knowledge of'' equals a rating of ''confident'' in two of the four areas.
