Overview

Contract

Background

UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs).

UNDP's policy work carried out at HQ, Regional and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.

Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP's Strategic Plan. BPPS's staff provides technical advice to Country Offices, advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government and civil society dialogues, and engages in UN inter-agency coordination in specific thematic areas. In addition, BPPS works closely with UNDP's Crisis Bureau (CB) to support emergency and crisis response. While ensuring that issues of risk are fully integrated into UNDP's development programmes, BPPS also assists UNDP and partners to achieve higher quality development results through an integrated approach that links results-based management and performance monitoring with more effective and new ways of working. Lastly, BPPS supports UNDP and partners to be more innovative, knowledge and data driven including in its programme support efforts.

In order to streamline its financial and investment engagement, UNDP launched the Sustainable Finance Hub, a finance and innovation platform, that draws on a critical mass of UNDP expertise, initiatives, and partnerships to support the mobilization and leveraging of resources for the SDGs and lead the implementation of the new UNDP private sector strategy and other initiatives. The Hub is an integral part of both the Bureau for Policy and Programme Support (BPPS) and the Bureau of External Relations and Advocacy (BERA), as well as part of the GPN. The Hub serves as a connector, broker and global coordinator among internal and external actors; curates and manages UNDP’s catalogue of service offers on SDG financing to governments, investors and companies, via the COs, to significantly enhance the scale and impact of UNDP’s work.

Integrated National Financing Frameworks (INFF) are one of the Sustainable Finance Hub’s four flagship initiatives and the focus of the INFF Facility. The Hub is supporting UNDP regional bureaus and country offices across all regions in more than 70 countries to work with governments and other partners at the national level to inform, shape, operationalize and implement INFFs. The Hub also works closely with a growing range of international partners, and in regional and global forums, to advance and strengthen support for INFFs.

The INFF Communications Lead will be an integral member of the global INFF team within the Finance Sector Hub and INFF Facility. S/he will lead the implementation of a communications strategy that supports UNDP’s engagement with INFFs at the global, regional and national levels. S/he will maintain and curate the sharing of country experiences through inff.org, social media and other channels, develop multi-media communications outputs, amplify and support communications at the country and regional level, and collaborate on joint communications with partners of the INFF Facility.

Duties and Responsibilities

Under the direct supervision of the Chief, Programme Coordination and technical supervision of the SDG Finance Specialist as well as working closely with other team members in the Sustainable Finance Hub, the INFF Communications Lead will be responsible for the performance of the following functions and duties:

1. INFF Communications and Knowledge Management at global level

  • Lead the delivery of the INFFs global communications strategy working as part of the joint UNDP-UNDESA Secretariat and with other INFF Facility partners;
  • Develop and promote content on INFFs including digital and social media content (editorial content, photos, graphics, audio, video, interviews, etc.);
  • Lead and coordinate communications before, during and after key events including HLPF, UNGA and others;
  • Create and make use of communication tools (templates, communications guidance, etc.) to ensure effective communication of the INFFs by stakeholders in UNDP and in partner organizations;
  • Facilitate e-discussions, on/offline events and webinars.

2. Collaboration on effective partnership building and development

  • Lead the development of an external INFF communications strategy, working closely with UN-DESA, the Joint SDG Fund, EU and other partners;
  • Build and maintain the collaboration on INFF communications with partner organizations, including INFF Facility funders and other organizations supporting INFF implementation.

3. Management of the INFF knowledge platform inff.org

  • Working with SDG Finance Specialist, maintain and enhance inff.org as a platform for countries and partners to be able to connect, share and learn about INFFs;
  • Coordinate the development and promotion of country content via the inff.org platform;
  • Ensure inff.org is kept up to date with relevant resources and material related to INFF;
  • Promote the use of the inff.org platform by governments, national and international stakeholders and partners;
  • Develop and implement a social media strategy for inff.org.

4. Coordination of INFF communications at the regional and country levels

  • Support UNDP Regional Bureaus and Country Offices with their INFF communications;
  • Develop guidance materials to ensure the effective use of the INFF Platform inff.org by UNDP country and regional offices;
  • Enhance communications from the regional and country levels through the INFF Platform inff.org, social media and other INFF Facility communication assets.

5. Collaboration on UNDP’s SDG Finance Communications

  • Working closely with the Sustainable Finance Sector Hub Chief of Programme and Communications and Knowledge Management Specialist, contribute toward the enhanced communications of UNDP’s SDG finance services and products;
  • Collaborate with FSH teams to mainstream the INFF content;
  • Collaborate with the SFH SDG Finance Specialist and the Communications and Knowledge Management Specialist to mainstream the INFF content on SDG Finance Knowledge Platform.
