Duties and Responsibilities Organizational Setting and Reporting Relationships: This Individual Contractor position is located in the External Partnerships Section of the Special Projects and Innovations Branch (SPIB) of the United Nations Office of Counter-Terrorism, in New York. The Developer of External Partnerships will report to the Chief of Section.

Background and objectives: The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the 43 Global Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy.

The Office’s Special Projects and Innovation Branch’s External Partnerships Sections (EPS) is responsible for leading the conceptualization, development and implementation of technical assistance programmes that require increased coordination and partnership to better assist Member States. EPS is responsible for forging partnerships with the private sector, academia, civil society organizations, and all other relevant stakeholders to implement a “whole-of-society" approach to CT and P/CVE initiatives.

Responsibilities: Within delegated authority, the Associate Programme Officer will be responsible for the following duties: - Researches and supports the section’s strategic partnerships with the private sector, public sector, civil society organizations, interregional organizations, and academia. - Participate in managing and coordinating UNOCT’s Connect and Learn Platform in close coordination with relevant colleagues. - Keeps abreast of latest trends and developments in the area of assignment and provides inputs on issues to senior officials and colleagues in the office and elsewhere in the Secretariat. - Participates in the development, implementation and evaluation of strategic partnerships and reviews relevant documents and reports; helps identify problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. - Researches, analyzes and supports to present information gathered from diverse sources. - Provides support to prepare various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. - Coordinates activities related to research, including managing the section’s monthly research output and team attendance to relevant workshops, conferences and webinars. - Provides administrative support to the Section Chief. - Performs other duties as required.

Qualifications/special skills Advanced university degree in international relations, security studies, economics or a related field. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of one year experience in building and coordinating partnerships including with civil society, private sector, and academia is required. Experience in information management and online information platform or a related field is desirable.

Languages Fluency in English. Knowledge of another UN official language is an advantage
