Result of Service The work of the Consultant will benefit members of ESCAP to develop and implement stakeholder engagement processes in support of the sustainable development of minerals in ASEAN.

Expected results:

Participants will have increased capacity to engage with relevant stakeholders to assess and build support for adoption of the principles on sustainable minerals development.

Objective

Under the direct supervision of the Chief of Section of Energy Connectivity, Energy Division and the overall supervision of the Director of the Division, the Consultant will conduct a gap assessment, develop a stakeholder engagement plan, and facilitate the organization of a capacity building workshop that will:

  • Improve the ability of targeted stakeholders to identify relevant stakeholders and implement inclusive and representative stakeholder engagement processes
  • Inform the development of concrete and actionable stakeholder engagement plans focused on building support for adoption of the ASEAN principles for sustainable minerals development.

The Consultant will undertake the following tasks

A. Organization of stakeholder consultation workshop and policy brief

1. Conduct a preliminary gap assessment report, based on survey outcomes and desk research, comparing current policies and relevant principles of ASEAN Member States to the draft ASEAN SMD principles

2. Develop a stakeholder engagement plan focused on building support for adoption of the draft ASEAN Principles on Sustainable Minerals Development

3. Plan and facilitate organization of a capacity building workshop with ASEAN stakeholders to test the findings of the gap assessment report and stakeholder engagement plan

4. Develop a policy brief summarizing the key elements of the stakeholder engagement plan and findings from workshop and providing recommendations for next steps, including potential adoption at ASOMM and AMMin, and recommendations for revisions to draft ASEAN SMD principles towards development of an ASEAN Mining Vision.

Duties and Responsibilities In 2022, ASEAN released the report “Strengthening ASEAN Cooperation in Minerals: Development Prospects of ASEAN Minerals Cooperation”, available at https://asean.org/wp-content/uploads/2022/04/DPAMC-Report-Public-version_final-1.pdf. The report highlights the importance of developing the ASEAN minerals cooperation sector to support sustainable development in South-East Asia, in particular in the context if expected increased demand for critical minerals and other key inputs into the clean energy economy.

Drawing on the recommendations of the report and as set forth in the ASEAN Minerals Cooperation Action Plan (AMCAP-III) Phase 2: 2021-2025, the ASEAN Working Group on Sustainable Minerals Development (WGSMD) have developed a set of draft ASEAN principles on sustainable minerals development (ASEAN SMD Principles) to underpin the progressive development of a more comprehensive SMD framework and an ASEAN Mining Vision. These principles will be considered for adoption at the 2023 ASEAN Senior Officials Meeting on Minerals (ASOMM) and the ASEAN Ministerial Meeting on Minerals (AMMin), tentatively planned to be held in November 2023.

Assessing and building support for adoption of the draft ASEAN principles requires an effective strategy for stakeholder engagement. The Development Prospects of ASEAN Minerals Cooperation report advises that ASEAN Member States “Establish a dialogue with and between ASEAN Member States, sub-national governments, investors in minerals and non-government and civil society organisations to engage them and build support for sustainable minerals development policies, objectives, principles and practices.” The report also notes: “Dialogue partners can assist with design and facilitation of effective stakeholder engagement.”

Stakeholder engagement is a critical element to progressively improve the governance and economic, social and environmental outcomes from minerals development in which engagement with non-government such as mineral industry investors and civil society are crucial. At present, however, ASEAN has limited capacity for and understanding of best practices of stakeholder engagement in this sector, since engagement and dialogues within the regional minerals cooperation platform have limited through government to government dialogues. Engagement with the private sector has only been through the ASEAN Federation on Mining Association (and therefore not directly with companies), and there has been no engagement with other stakeholders.

In this context, Energy Division is engaging a consultant to support capacity development to improve stakeholder engagement processes in ASEAN, including through increased collaboration among and within ASEAN Member States and with relevant partners. The consultant will develop a stakeholder engagement plan and facilitate the delivery of a capacity building workshop on this topic. The engagement plan will focus specifically on assessing gaps and building support for adoption of the draft principles. Development of this plan will be informed by a survey of relevant stakeholders, currently under development, and informed by similar experiences in other regions, for example the African Mining Vision. The engagement plan and key messages from the workshop will be summarized in the form of a policy brief which will be delivered to and inform the work of the ASEAN Working Group on Sustainable Minerals Development, and ultimately the ASEAN Senior Officials Meeting on Minerals (ASOMM) and the ASEAN Ministerial Meeting on Minerals (AMMin).

Qualifications/special skills 1. Degree in Economics, Energy Economics, Mining Engineering, Mining Policy, Extractive Industries Policy, or similar. 2. Good writing skills, proven working or research experiences in the field of stakeholder engagement, preferably with a background in minerals, mining, extractive industries, or a related sector.

Languages Fluency in English is required.

Additional Information Consultant will self-fund participation at the capacity building workshop, to be held in Indonesia (Jakarta) or Malaysia (Kuala Lumpur) (TBC)
