As the global COVID-19 pandemic is ongoing, UNICEF will continue working with the Government to scale up the preventive activities and strengthen national efforts for risk communication and community engagement in response to COVID-19 impacts in Turkmenistan and to increase national capacity for potential future crises and rapid RCCE response.

Within the two-year World Bank loan to the Ministry of Health and Medical Industry of Turkmenistan and in collaboration with UNDP and WHO, UNICEF will implement a large-scale Risk Communication and Community Engagement project starting from November 2021 to June 2023 designed to enhance the existing public health system. Within this project, UNICEF will work with the Ministry of Health and Medical Industry, Ministry of Education, Ministry of Sport and Youth Policy, State Committee for TV, Radio and Cinematography and other national organizations to build capacities in informing the public about risks and necessary preventive measures and fostering community engagement mechanisms to build resilience for future pandemic/disasters.

The overall objective of the consultancy is to support the Ministry of Health and Medical Industry and other relevant government authorities working with communities to strengthen the national system for risk communication and community engagement in response to pandemic effects on Turkmenistan in order to ensure that both the population and service providers adhere to all relevant prevention measures, thus building country’s institutional and community engagement mechanisms for potential future crises.

How can you make a difference?

Within the scope of the World Bank loan’s funded project on RCCE, the Consultant will manage the UNICEF-led RCCE component and work with relevant national partners to further strengthen two arms of response to a) provide life-saving information and information on how to access them through service providers and b) promote the adoption of healthy and protective behavior.

The consultant will provide managerial/coordination and technical support for planning, implementation, monitoring, and reporting of the Risk Communication and Community Engagement project including the Work Plan and respective activities to achieve the following overarching objectives:

  1. Strengthening national risk communication and outreach policies and regulations and preparedness and response capacities
  2. Strengthening the capacity of the health system/professionals and other relevant stakeholders, including the Ministry of Education, Ministries of Sports and Youth Policy, NRCS, and civil society organizations
  3. Support the general population and vulnerable groups to adopt protective measures to prevent COVID-19 infection.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Bachelor’s or higher) in Public Health and respective health-related fields, Communication, Social Sciences, Social Work, Anthropology, Behavioral Sciences, Development Studies and other related fields. A minimum of 8 of relevant professional experience in Social Mobilization, Public Health, Health in Emergency, Social Work, Community Services, Public Relations and other relevant fields
  • Demonstrated experience in projects of similar nature/size is an asset
  • Excellent writing skill is required
  • Experience working in a similar country context is considered an asset
  • Relevant experience with UNICEF or in a UN system agency or organization is considered an asset
  • Negotiation, communication, and interpersonal skills are required
  • Fluency in Turkmen is required and working knowledge of Russian and English is an asset

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
