As monsoon season just started across the country and with reference to the recent meeting of national logistics cluster that was led by Ministry of Home Affair (MoHA) who has alerted all UN agencies including other INGO/NGOs for the monsoon preparation, the NCO will be procuring some of contingency stocks as a response to the Monsoon preparation. This preparation will certainly increase supply workload in the warehouse, particularly when it comes to the releases of prepositioning stocks to designated beneficiaries/partners/field offices. Furthermore, as an impact of the Monsoon, every year the country faces cholera outbreak this will also increase the procurement and transportation to response to the outbreak. In addition, CCEOP project for year 2023 will also having deliveries within this year and will certainly increase the workload of preparation of DEC / LOA documents in Supply Unit which requires extensive follow up calls and coordination with focal point of Management Division. The reverse logistics of the defected syringes as per the complaint from the government is an additional activity for Supply Unit which requires extensive and coordination with government warehouses in all districts then to pull all the defected syringes in Kathmandu. There is also a need to stack the syringes based on batch number and PO number. Once the manufacturer confirmed whether the complaint is accepted or not, the Supply Unit needs to arrange another sorting of syringes to filter batches that have been approved by manufacturer as non-compliant and batches that not approved as non-compliant. Therefore, Logistics consultant is requested to manage and handle central warehouse & inventory management.

Key purpose of consultancy includes:

Under this consultancy, the below key assignments are proposed and performed under the direct supervision of Senior Supply & Logistics Associate:

1. To support logistics operations such as receiving deliveries, warehouse administration, stocks distribution, and transportation arrangement to all designated consignees.

2. To check condition of all inventories for early detection of issues or challenges and report the findings to the supervisor.

3. To update stocks dashboard and share the summary on weekly basis to all programme staff by highlighting stocks that have been ageing in warehouse, stocks that will be expired, and stocks against expiring grant

  1. To support preparation of Duty Exemption Certificates and coordinate with the LTA holder to obtain the approval of Duty Exemption Certificates. To liaise with the Programme Sections, Field Offices, and Transporters for smooth transportation and handover to the partners / consignees.

  2. To coordinate for the reverse logistics of defected syringes from Pathlaiya and other districts.

Duration of Contract: The total duration of the contract is for 12 months tentatively starting from 01 July 2023.

Ensure signed/stamped complete sets of documents are handed over to transporter. Monitor dispatches, ensure Consignee’s signed/stamped waybill is received and file accordingly.Submission of report upon completion of task.01 May - 30 June 2024 Support in Logistics/warehouse filling system up to date, including other Logistics/ warehouse duties as instructed.Submission of report upon completion of task Assist for the payment process of Transport & freight forwarder services through invoice checking and verification of the exiting LTAs with signed waybills, manual GRN & GRN & another PoD document.Submission of report upon completion of task. The following all tasks are linked to above tasks from a to f.

a) Assist in physical count and verification of stocks as required. Timely reporting for any issues and challenges.

b) Ensure warehouses are kept in clean and organized condition, timely report critical issues related to storage environment, supplies conditions or any other issue that might affect programme implementation.

c) Support updating the stocks dashboard and share on weekly basis to programme staff by highlighting expiring products and ageing stocks.

d) To support Duty Exemption Certificates process.

e) To coordinate reverse logistics of syringes

Inventories record verified with VISION reports, stock cards and physical count of stock items.

Submission of report for defected stocks to UNICEF supply team for PSB process.

Submission of report on warehouse items labelled/ marked and regular cleanliness is maintained.

Submission of stock dashboard shared on weekly basis to programme sections

Support to draft for Duty Exemption Certificates-UNICEF offshore shipment and Letter of Authority for procurement services under direct supervision of the supervisor.

Coordinate the reverse logistics of defected 0.5ml syringes by liaising with warehouse focal points at Pathlaiya and all districts as listed in the Management Division list. Stack all the boxes according to batch number and PO number. Prepare report for quantities received from the reverse logistics project

Education

  • Completion of secondary education preferably supplemented by technical certificate in supply chain management, logistics & warehouse management or university courses in a field related to the work of the organization.

Work Experience & Knowledge:

• Minimum of 2 years of relevant work experience in Supply, logistics & warehouse, with handling of warehouse & inventory management works

• Experience working in UN or UNICEF Supply & Logistics will be added advantage

• For storage, handling and distribution of emergency lifesaving supplies to partners as well as other field offices as per organization standards & guidelines Special skills:

a. Prepare & updates logistic related stock dashboard & update/monetarizing pipeline offshore tracking shipments

b. Fluency on reading, writing, and speaking in English and Nepali language.

c. Good in IT skills and working knowledge of Microsoft – Excel, PowerPoint, and Word software. Competencies:
