- Familiarity with climate resilient WASH practices.
- Knowledge of theories, principles, and methods in Sanitation and Hygiene, Water Supply Project Management, Communication for Behavioral Change, etc.
- Excellent interpersonal communication skills to work with diverse teams.
- Good written communication skills in both Vietnamese and English.
- Good computer knowledge.

Background:
Over the past two decades, Viet Nam has made tremendous progress in increasing the coverage of water supply and sanitation. Following Joint Monitoring Report 2020, Viet Nam is likely on track to achieve universal basic water and sanitation services by 2030 with an increase at the annual rate of 0.8% and 1.9%, respectively. However, nearly 2.5 million people in the rural areas cannot access basic water, and 10 million people still cannot access basic sanitation facilities, among which the majority live in rural areas. Furthermore, almost 13.6 million people continue to live without access to basic hygiene services (availability of a handwashing facility with soap and water at home). With the increasing national capacity to invest its own resources for the development programs, UNICEF is focusing on policy advocacy at the national level and on providing technical assistance to eliminate barriers and bottlenecks across sectors including in climate resilient water, sanitation, and hygiene (WASH).
UNICEF Viet Nam has just started its new Country Program 2022-2026 in which the Child Survival and Development and Environment (CSDE) programme will shift to a stronger public health approach, with an increased focus on strengthening primary health care, prioritizing results at-scale in nutrition and Water, sanitation, and hygiene (WASH). Increased focus will be given to public financing, policy reform, expanded partnerships - including with the private sector, and social norm change in critical priority areas such as addressing stunting.
The WASH programme aims to align with new areas of work, including privatization, sector financing, public-private partnerships, climate resilience, among others. WASH in emergency is also one of top priority for UNICEF to act as sector lead and supply provision for life saving support to vulnerable people, particularly children and women. UNICEF WASH program will be at both national and subnational level, while national level will focus on advocacy, policy development, sector coordination, at sub national level, UNICEF will prioritize gender-responsive and climate-resilient service delivery, innovation demonstration and scaling up covering safely managed water and sanitation and promotion of personal hygiene at school and community.
As a trusted, long-term partner of the Government in Viet Nam, UNICEF is committed to providing support for Vietnam Women’s Union, Ministry of Agriculture and Rural Development (MARD), Ministry of Health (MoH), Ministry of Education and Training (MoET) and selected provinces such as Dien Bien, Gia Lai, Soc Trang to plan and implement the water supply, sanitation, and hygiene activities to achieve the targets of the National Strategy in Rural Water Supply and Sanitation by 2030 with a vision 2045 and Government of Viet Nam Commitments for SDGs.
In order to provide support for the partnership implementation, UNICEF would like to seek a consultant to support national agencies and the project provinces in strengthening and enhancing sustainability in the planning and implementation of climate resilient water supply and sanitation for rural areas.
How can you make a difference?
Specific objectives:
- Provide technical support for provincial WASH programme planning and implementation at national level and in some selected provinces.
- Support Vietnam Women’s Union in development and implementation of the Sanitation and Hygiene Action Plan for national and provincial levels for sanitation and hygiene, including in capacity building and in capturing experience and knowledge from the implementation to facilitate provincial knowledge exchange.
Location:
The consultant is expected to work from home, have meetings virtually and/or at UNICEF and partner offices, and conduct field trips to some provinces per required.
Tasks:
Task 1: Provide technical support for provincial WASH programme planning and implementation in targeted provinces such as Dien Bien, Gia Lai, and Đà Nẵng by working closely with the respective partners to:
- Conduct continuous check-in, technical oversight, guidance and hand-on implementation support to the provinces on planning and implementation of the overall work.
- Deliver training/capacity building for partners with an aim of helping them to implement planned activities, ensure that the performance meet the requirements and achieve the relevant WASH indicators.
- Provide quality technical review of outputs, reports and other deliverables submitted by the provinces and partners and provide feedbacks as needed in close consultation with the UNICEF WASH team, NCERWASS and VIHEMA;
- Other related tasks that may emerge from the provincial supervision.
Task 2: Support Vietnam Women’s Union in development and implementation of their Sanitation and Hygiene Action Plan to meet the indicator 17 of the New Rural Development, including capacity building and capturing initial experience and knowledge from the planning and implementation in order to facilitate national and provincial knowledge exchange.
- Review of existing documents on implementation of the 3 cleans component under the New Rural Development, sanitation and hygiene intervention.
- Conduct field work to understand the actual needs of provincial Women’s Union to determine the necessary information, capacity building needs, good practices in building improved latrines (expected in 3 provinces, 02 days/province).
- Support to develop an Action Plan for national and provincial Women’s Union on the implementation of the 3 cleans component under the New Rural Development Program and the campaign “1 million hygienic latrines”.
- Deliver a consultation meeting with relevant departments and representatives from provinces to provide comments on the draft Action Plan.
- Support to finalize the Action Plan and deliver TOT training for provincial Women’s Unions.
- Provide technical support for some selected provinces for implementation of the Action Plan.
- Other tasks as required.
Methodology and Expected deliverables and timeline:
The consultant will provide technical support to the relevant ministries and provinces through supervision, workshops, meetings, and field visits to the provinces. The consultant will work very closely with the UNICEF WASH team and relevant agencies on each aspects of the assignment.

Payments will be made on against deliverables with quality control made by the supervisor on the deliverables.
Management and Reporting:
The consultant will be supervised by the WASH Specialist in UNICEF Viet Nam, who will provide overall technical guidance and approve intermediate and final products. The consultant will work on a regular basis UNICEF WASH team, with the Vietnam Women’s Union, NCERWASS and provinces who will provide technical inputs and operational support. Advice will also be sought from CSDE chief, other CSDE colleagues and experts from other agencies.
To qualify as an advocate for every child you will have…
- Advanced university degree or equivalent experience in Public Health, Environmental Science, Water and Sanitation Engineering, or other related fields.
- Minimum five years of progressively responsible professional work experience in the UN or any other international development organization, national government, or the private sector. Background/ familiarity with climate resilient WASH. Field work experience including community mobilization approaches on WASH is needed.
- Knowledge on the theories, principles, and methods in the following areas: Sanitation and Hygiene, School WASH, water supply project management, integrated water resource management, communication for behavioral change, monitoring, and evaluation.
- Excellent inter-personal communication skills to be able to work closely with team members from a wide range of cultural and social context is desired.
- Experience of working in the UN or other international development organizations is desirable.
- Good written and communication skills in both Vietnamese and English.
- Good computer knowledge.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
