Purpose of Activity/Assignment:

With the support of UNICEF, the Deputy Prime Minister’s Office - Children’s Service Department (NCSD), seeks to engage a consultant to review, edit and finalize the draft National Plan of Action for Children (NPA/C) and M&E Framework (2022-2025). The current draft NPA/C and M&E Framework 2022-2025 was led by the NCSD and developed following several consultative processes that involved the review of the NPA 2011-2015 and its M&E framework; as well as structured consultations with key national child rights actors.

Scope of Work:

Under the supervision of the Child Protection Specialist, with oversight by the Acting Director NCSD, the consultant will review, edit, and finalize the draft NPA/C and M&E Framework 2022-2025. The specific tasks to be undertaken in carrying out and completing the assignment will include the following key activities: • Review the draft NPA/C and M&E Framework (2022-2025); including all review comments and inputs on the draft by different thematic reviewers; • Identify and correct gaps in structure, flow, content, and/or language in the draft NPA/C and M&E Framework (2022-2025), based on reviewer comments and inputs, desk review, review of strategic documents and expertise/knowledge on the rights of children [and using all relevant and instructive strategic documents on the situation and rights of children in Eswatini, including, but not limited to, the NPA and M&E Framework (2011-2015); the stakeholder consultation report on the (2022-2025); the Situation Analysis of Children and Adolescents in the Kingdom of Eswatini (SITAN 2019); UNCRC Eswatini State Report; and CRC Concluding Recommendations to Eswatini] • Edit and finalize NPA/C and M&E framework (2022-2025) and reviewed NPA/C and M&E Framework for final review by NCSD and UNICEF. • Incorporate final review comments by NCSD and UNICEF teams and submit final NPA/C and M&E framework (2022-2025).

Minimum Qualifications required:

Masters Degree

Enter Disciplines:

A minimum qualification of a Master’s in either Social Sciences, Development Studies, Monitoring & Evaluation, or related disciplines.

Work experience:

At least 5 years’ experience working on child rights and development issues, with specific focus on developing national level strategies, plans, policies, or programmes.

Language:

Fluency and strong English writing skills. a) Proven knowledge and experience in drafting of national-level national plans, strategies, policies, and M&E frameworks; b) Strong research and analytical skills and excellent writing skills, with proven ability to write and articulate ideas in a clear, concise, and professional style; c) Traceable examples of professional written work in assignments of similar magnitude; d) M&E qualifications and proven experience developing national level M&E Frameworks will be an added advantage. e) Relevant and similar work in child rights issues in Eswatini will be an added advantage.

Administrative issues:

The selection and conditions of service of consultant will be governed by and subject to UNICEF’s Policies and General Terms and Conditions for individual consultants/contractors. No contract may commence unless the contract is signed by both UNICEF and the consultant/contractor. Consultant/Contractor will be required to complete mandatory online courses (e.g., Ethics, Prevention of Sexual Exploitation and Abuse and Security) upon receipt of offer and before the signature of contract. Consultant/Contractor will be required to sign the Health Statement for consultants/contractors and to share an applicable proof of health insurance covering medical evacuation (if travel is involved) prior to taking up the assignment.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).
