Overview

Support gender-responsive education and psychological assistance for child victims.

You have:

• Master’s degree in education, pedagogy, gender studies, psychology or other relevant fields; PhD. degree in these areas will be an advantage.
• Knowledge of the education system of Turkmenistan and previous experience of working in educational institutions and conducting trainings are required.
• Experience in developing gender-related education materials in Turkmenistan and experience of working with UN agencies, knowledge of UNICEF priorities in gender-responsive education will be an advantage.
• Have worked as a psychologist in institutions involved in the work with children for at least three years.
• Have specific professional competences in child protection and safety, as well as knowledge of forms, methods of effective communication in accordance with age-specific features of the child’s mental development.

Gender-Responsive Education

Achieving gender equality and empowering all women and girls is one of the 17 Sustainable Development Goals adopted at the United Nations Sustainable Development Summit in 2015. Turkmenistan pursues a gender-responsive national policy based on constitutional principles and the Sustainable Development Goals. Supporting gender-responsive education systems and equitable access to education for all is a cross-cutting priority in UNICEF Gender Action Plan, UNICEF Education Strategy, and UNICEF’s Vision for Elevating Parenting.

Quality and inclusive education component of UNICEF Turkmenistan Country Program Document (CPD) for 2021-2025 and Programme Strategy Note envisions that all boys and girls in Turkmenistan, including those with disabilities, enjoy quality inclusive education and learning opportunities that develop their competencies and foster their well-being, resilience and integration, enabling them to fully participate in and contribute to a modern economy.

Support to Victims of Crime

In the course of a general movement towards the recognition of the rights of victims, it has been acknowledged that child victims and witnesses are even more vulnerable than adults, and therefore must be entitled to special protection and rights. As a result, child-specific norms and standards have been developed on international and domestic levels. In 2023, the Ministry of Interior of Turkmenistan established the first child-friendly interview room for victims and witnesses of crime across pre-trial facilities in Kopetdag area of Ashgabat city. UNICEF provided technical assistance to the Ministry of Interior to design and establish this interview room and to train 26 police and prosecution investigators in forensic interviewing of children in contact with the law.

Objectives of the Assignments

The consultancy will pursue a dual objective. As an education specialist, he/she will support the Ministry of Education in integration of child-friendly standards (inclusion, child-centred teaching and learning, gender sensitivity, child and parent participation, safety, healthy and protective environment free of VAC, corporal punishment, and bullying) across primary and secondary education by developing teaching resources for teachers, students, and parents and capacity building of selected training participants.

As a psychologist, the consultant will provide services to the Ministry of Interior and their local law enforcement body in Kopetdag in applying child-friendly procedures and provision of psychological counseling to children in contact with the law (specifically victims and witnesses of crime and young offenders).

Work arrangements

Day to day supervision will be provided by the Education Specialist and Child Protection Officer of the UNICEF Turkmenistan Country Office. Additional guidance and lead will be provided by the Deputy Representative.

UNICEF will regularly communicate with the selected consultant and provide formats for reports, feedback and guidance on performance and all other necessary support to achieve objectives of the exercise, as well as remain aware of any upcoming issues related to expert’s performance and quality of work. UNICEF will provide logistical support for organisation and coordination of meetings. There is no international travel expected as part of the consultancy. The consultant needs to be residing in Turkmenistan due to the need to in-person interaction with national partners and to deliver in-person trainings. The selected consultant is responsible for making own arrangements for travelling in Turkmenistan.

• Knowledge of the education system of Turkmenistan and previous experience of working in educational institutions and conducting trainings are required; (8 pts)
• Experience in developing gender-related education materials in Turkmenistan and experience of working with UN agencies, knowledge of UNICEF priorities in gender-responsive education will be an advantage; (15 pts)
• Have worked as a psychologist in institutions (enterprises, facilities) involved in the work with children for at least three years; (15 pts)
• Have specific professional competences in child protection and safety, as well as knowledge of forms, methods of effective communication in accordance with age-specific features of the child’s mental development; (15 pts)

The technical proposal should include

Candidates are expected to submit a lump sum financial proposal to complete the entire assignment based on the terms of reference. The lump sum should be broken down to show the detail for the following:

Evaluation criteria

Each proposal will be assessed first on its technical merits and subsequently on its price. In making the final decision, UNICEF considers both technical and financial aspects to ensure best value for money. The Evaluation Team first reviews the technical aspects of the offer, followed by review of the financial offers of the technically compliant candidates. The proposal obtaining the highest overall score after adding the scores for the technical and financial proposals together, that offers the best value for money will be recommended for award of the contract.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
