UNICEF in Vientiane, Lao PDR is looking for an Individual National Consultancy to strengthen community health information systems and village health volunteer’s role for primary health service delivery during COVID-19 pandemic in Lao PDR. The duration of this assignment is 8 months. The assignment is based in Vientiane, Lao PDR UNICEF Country office. This consultancy will require 50% travel in remote districts and villages including Phine, Atsaphangthong, Xonbouly and Nong district in Savannakhet province.

Summary of key functions/accountabilities:

The national consultant will work closely with UNICEF MCH team, the international consultant, national counterparts for completion of the following assignments:

  1. Lot Quality Assurance Sampling survey:

  2. Work closely with the provincial and district Hygiene and Health Promotion section to conduct LQAS baseline survey including assisting to do LQAS sampling frame calculation for targeted districts including Phine, Atsaphangthong, Xonbouly and Nong district in Savannakhet province.

  3. Prepare for organizing and facilitate the training for data collectors on LQAS baseline survey including getting the list of villages, verify supervision area in each district and help preparing budget plan for field data collection.

  4. Health Facility (HF) and VHV mapping and capacity assessment.

  5. Assist DHHP/MoH/ PHO to organize training on HF and VHV mapping and capacity assessment for local partners at provincial and district level.

  6. Coordinate with relevant PHOs and MoH personnel to get village list (MoHA and LSB 2019-2020).
  7. Organize ToT and training at PHO/ DHO to reassess VHV capacity and mapping of VHVs.

  8. Village Health Volunteers tool kits

  9. Assist to identify and finalize key messages for 1000-day home visit of VHVs

  10. Assist to develop VHV counselling job-aid including piloting on the use of counselling card for IPC purpose.
  11. Assist to develop training materials for implementing the training for VHVs including supportive supervision, recording, reporting and referral.

  12. Support the translation of the document on best practices and lesson learnt in the process of testing the CHSS model with recommendation and potential solution

  13. Field visit to District Health office and communities assess the status of implementation in line with established monitoring plan with supervisor.

Qualifications and Experience

  • Degree in medicine, public health, or other related field relevant to the above duties.
  • At least 10 years experience in supervision, facilitation of trainings and monitoring MNCAH programmes at the provincial, district and community level.

Knowledge and Skills

  • Good knowledge of WHO/UNICEF global guidelines, tools and methodologies in community PHC and MNCAH programs;
  • Previous working experience in communication for development with ministry of Health, UNICEF/ UN is an asset;
  • Interpersonal communication skills;
  • Use of Excel, PowerPoint, etc.

  1. Assessment Criteria:

A two stage procedure shall be utilized in evaluating proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared.

Applications shall therefore contain the following required documentation:

1. Technical Proposal, including a cover letter, updated CV, and copies of 2 relevant evaluations performed earlier by the consultant (if available).

2. Financial Proposal: Lump-sum offer with the cost breakdown: Consultancy fee, travel costs (economy class), per-diem to cover lodging, meals, and any other cost related to the consultant's stay in Vientiane, including transportation inside the city and other costs. The travel (if involved) shall be based on the most direct and economy fare.

No financial information should be contained in the technical proposal.

a) Technical Qualification (max. 100 points) weight 70 %

Degree Education in medicine, social sciences, public health, or other related field (30 points)

Knowledge of WHO/UNICEF global guidelines, tools and methodologies in community PHC and MNCAH programs (20 points)

Experience working in communication with development, with ministry of Health at central and district level, UNICEF/ UN (30 points)

Quality of past work, positive past evaluation (e.g. understanding, methodology) (20 points)

b) Financial Proposal (max. 100 points) weight 30 %

The maximum number of points shall be allotted to the lowest Financial Proposal that is opened /evaluated and compared among those technical qualified candidates who have attained a minimum 70 points score in the technical evaluation. Other Financial Proposals will receive points in inverse proportion to the lowest price.

The applicants should provide medical insurance covering medical evacuation for the whole duration of the assignment -as part of the financial proposal submission.

The Contract shall be awarded to candidate obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview.
