Conduct documentation for Child-Protection Services Project in Lao PDR

You have:

• Master's degree in social science, social research, social development, communication or another related field.
• A minimum of 5 years of successful related working experience in development and/or justice/social development related context (preferably some of which in Lao PDR).
• Excellent communication and writing skills in Lao and English.
• Good knowledge and understanding of Lao development context are preferable.
• Ability to meet deadlines and possession of cultural sensitivity are a must.
• Experience with UN and the Government of Lao PDR (MoLSW and MOJ) is an asset.

UNICEF in Vientiane, Lao PDR is looking for an Individual National Consultancy to conduct the documentation of "Strengthening Community Based Child-Protection Services for Vulnerable Children Project" in Lao PDR. The assignment will be completed over a period of 48 working days from 21 September 2020 to 15 Dec 2020. The consultant will be base in Vientiane, Lao PDR.

Summary of key functions/accountabilities:

Stage 1 (5 working days):

Task 1: (a) Desk review of the relevant documents (guidelines, researches/studies etc.) relating to the Project on juvenile justice and children with disability; (b) discuss/agree upon final criteria and Review criteria/questions with UNICEF; and (c) develop an Inception Report, including methodology and timeframe for the Review.

Output 1: Draft Inception Report in English and Lao including methodology, timeframe and criteria.

Stage 2 (17 working days):

Task 2: Meet with the Secretariat for JJCC, MoLSW and their partners to share and discuss the proposed methodology, timeframe and criteria for the Review; (1 working day)

Output 2: Final Inception Report in English and Lao based on the feedback, steps and contents agreed by JJCC, MoLSW and their partners.

Task 3: Collect data based on the methodology defined in: 1. Vientiane Capital City (Saythany district and Saysetha district); 2. Xiengkhouang province (target villages in Khoun and Pek districts); and 3. Savannakhet province (target villages in Kaysonphomvihane, Sayphouthong and Adsaphangthong districs). The data collection can be done through interviews, focus group discussions (FDGs), and field visits and observations (to be determined during the stage 1). If needed, conduct complementary reviews of additional reference materials, such as sector and programme documents, statistics, field reports, etc. (15 working days)

Output 3: Briefing notes and a trip report drafted in Lao (word and PPT format), summarizing findings/feedback from the data collection in XK and SVK province and Vientiane Capital

Task 4: Meet with the Secretariat for JJCC, MoLSW and their partners to present key findings in briefing notes and a data collection report, and jointly determine the outline of the documentation report; (1 working day)

Output 4: Draft outline of the documentation Report in English and Lao.

Stage 3 (15 working days):

Task 5: Prepare a first draft documentation report in both Lao and English, including a full report (max 30 pages), a summary designed report (max 5 pages), a programme brief, two case studies (one from a child’s perspective and one from a sub-national MOJ/MOH/MOES perspective), one presentation summarizing the final report and one presentation summarizing the summary report (15 working days)

Output 5: First draft Documentation Report (Lao and English), including a full narrative, a summary designed report, two case studies, one presentation summarizing the final report presenting key findings and recommendations

Stage 4 (11 working days):

Task 6: Meet with the Secretariat for JJCC, MoLSW and their partners to share, discuss and validate the content of the first DRAFT Documentation Report (1 working day).

Output 6: Notes of the key comments/recommendation from the validation meeting in Lao.

Task 7: Finalize and submit the final Documentation Report (Lao and English), including a full narrative, a summary designed report, two case studies, one presentation summarizing the final report, reflecting the feedback/input from JJCC Secretariat, MoLSW and UNICEF. (10 working days)

Output 7: Final Documentation Report (Lao and English), including a full narrative, a summary designed report, two case studies, one presentation summarizing the final report submitted to UNICEF and partners.

To qualify as an advocate for every child you will need to have:

• Master's degree in social science, social research, social development, communication or another related field.
• A minimum of 5 years of successful related working experience in development and/or justice/social development related context (preferably some of which in Lao PDR), including demonstrated experience in conducting a similar consultancy(ies).
• Excellent communication and writing skills in Lao and English;
• Good knowledge and understanding of Lao development context are preferable;
• Ability to meet deadlines and possession of cultural sensitivity are a must.
• Experience with UN and the Government of Lao PDR (MoLSW and MOJ) is an asset.

• Financial proposal: All-inclusive lump-sum cost including travel and accommodation cost for this assignment as per work assignment.

2. Assessment Criteria:

A two-stage procedure shall be utilized in evaluating proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared.

Applications shall therefore contain the following required documentation:

1. Technical Proposal, including a cover letter, updated CV, and copies of relevant evaluations performed earlier by the consultant (if any).

2. Financial Proposal: Lump-sum offer with the cost breakdown: Consultancy fee, travel costs (economy class) and DSA during the field data collection.

No financial information should be contained in the technical proposal.

For evaluation and selection method, the Cumulative Analysis Method (weight combined score method) shall be used for this recruitment:

a) Technical Qualification (max. 100 points) weight 70 %

• Education in social science, social research, social development, communication or another related field (30 points)
• Knowledge of justice/social development context, children’s rights and etc. (20 points)
• Experience of 5 years of successful related working experience in development and/or justice/social development related context, including demonstrated experience in conducting a similar consultancy(ies). (30 points)
• Quality of the proposal (e.g. understanding, methodology) (20 points)

b) Financial Proposal (max. 100 points) weight 30 %

The maximum number of points shall be allotted to the lowest Financial Proposal that is opened /evaluated and compared among those technical qualified candidates who have attained a minimum 70 points score in the technical evaluation. Other Financial Proposals will receive points in inverse proportion to the lowest price.
