The purposes of this assignment are to: (i) review UNICEF technical and financial support to the local level planning (annual/periodic and sectoral) in relation to promoting meaningful child participation and integration of children’s issues into the sectoral as well as overall planning and budgeting process of the municipality; (ii) collect good practice examples, evidence and testimonies related to meaningful child/adolescent participation and document key lessons and gaps; and (iii) provide recommendations with strategic direction to inform corrective action.

Scope of Work: The scope of work includes:

• Review of UNICEF technical and financial support to the local level planning (annual/periodic and sectoral) in promoting meaningful child participation and integrating children’s issues into the sectoral as well as overall planning and budgeting process of the municipality.
• In-depth examination of current mechanisms and opportunities for meaningful child/adolescent participation in the federal context, where some of the pre-federal child participation systems and mechanisms have been dismantled or changed (assessment will dwell into some critical questions such as: what are the current mechanisms/systems/mandates/enabling environment for meaningful child participation? What does meaningful child participation mean for different stakeholders (mayors/chairs, government staff, children etc)? did the UNICEF support to planning process help foster meaningful participation? Are the local level plans child sensitive? Plans implemented and budget utilised appropriately?)
• The assignment will include primary and secondary data collection and analysis. Review of literature also entails an analysis of legal provision related to local level planning process, child participation as well as child participation mechanisms and structures in the current federal context.
• Focus group discussions and interviews with local government representatives (mayor/deputy mayors of municipalities; chairs/vice chairs of rural municipalities; ward chairs, planning officers and sectoral committee members (social development committee), community members including members from ethnic groups, Dalits, Janajatis, persons with disabilities, adolescents and members of child clubs) will be conducted in a selected municipalities to document good practices and lessons. Documentation will gather testimonies and experiences of children themselves. The consultation will consider effectiveness, value addition, sustainability of efforts as key criteria.
• The assessment will be conducted in eight municipalities from among UNICEF supported programme municipalities: Tilathi Koiladi Rural municipality and Kanchanrup municipality (Madhesh Province); Shivraj municipality and Krishnanagar municipality (Lumbini Province); Raskot municipality and Khadachakra municipality (Karnali Province) and Badimalika municipality and Dashrathchand municipality (Sudurpaschim Province).

How can you make a difference?

• Desk review – legal/policy instruments/tools on planning and child participation
• Briefing meeting with UNICEF teams (WASH, Nutrition, DRR, Edu/ECD, PME, C4D/Comms, ADAP)
• Draft inception report including data collection plan and field travel plan
• Primary data collection (consider child participation, planning steps/process, how sectoral planning contribute to municipal plan, budget allocation and use - opportunity and gaps) - Consultations with mayors/deputy, chair/vice chair, ward chair, planning officer, sectoral/thematic focal person - Consultations with children and adolescents - Consultations with community members - Consultations with implementing partners.
• Review of selected local plans, budget (sectoral and annual/periodic).
• Triangulating findings and combining analysis -final draft (share for feedback).
• Submission of final report

Deliverables:

First Deliverable:

• Inception report including data collection plan and field travel plan.

Second Deliverable:

• Preliminary findings from the field that includes information, evidence and testimonies on current mechanisms, mandates, and enabling environment for meaningful child participation, local level planning process, and sectoral planning and budgeting etc.

Third Deliverable:

• Analysis of how child sensitive are plans and budget, any gap?

Fourth Deliverable:

• Final draft combining primary and secondary data and analysis.

Fifth Deliverable

• Final report should include: -
• Summary of key findings,
• Deep dive into (a) UNICEF support to local level planning and (b) meaningful child participation highlighting, key lessons/good practices, gaps, and recommendation,
• PowerPoint presentation of key findings

Contract Duration: The duration of the consultancy will be for 90 days between the period of 3 months, starting from 25 June 2022.

To qualify as an advocate for every child you will have…

Master’s degree in Humanities, law or social sciences (sociology, economics, anthropology, development studies, English Language and Literature etc.) or related fields relevant to the assignment.

Knowledge/Expertise/Skills required:

• At least 7 years of relevant professional experience with good understanding of local level planning process, child friendly local governance and rights based approach to development and participation with demonstrated experience in qualitative and quantitative data collection and analysis. Work experience with government and UN agencies will be an asset.
• Language skills: Written and spoken fluency in English and Nepali languages. c.
• Competencies: Analytical skills for quality report writing and good communication skills.
• Other skills: Computer literacy: Proficient in use of Microsoft Office applications, PowerPoint Presentation, emails etc.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
