Work Assignment Overview: it is expected that, in the given timeframe, the national consultant will perform/ensure the following tasks and deliverables to achieve the objectives of the assignment:

- S******trengthening capacity of the selected faculty on methodology of teaching the new curriculum
In close consultations with SPB EII, SMU and UNICEF:
1.1 Based on a set of criteria and standard assessment instrument/questionnaire developed by the SPB EII experts, organize a series of meetings and sessions with the group of selected faculties to identify their strengths, weaknesses and further needs for capacity development in line with the best international practices
Meetings held and detailed written note on current strengths, weaknesses and further needs for capacity development
Training sessions timely delivered
Workshops with co-facilitated sessions timely delivered
Based on feedback and recommendations of the faculty for the curriculum improvement, and in consultation with the international consultants, UNICEF and management of SMU, the necessary adjustments timely made
Individual supervisory sessions for the selected faculty are timely delivered
Agenda, programme, minutes of meetings, sessions, workshops, presentations, training materials
PPPs timely prepared/delivered if required

1.2 Facilitate 15 training sessions for the faculty on methodology of teaching (and facilitation skills) the new curriculum based on the facilitator’s guide/instructional materials provided by the SPB EII experts in line with the criteria established

1.4 Provide regular feedback on capacity development process for the selected faculty to the SMU, SPB EII and UNICEF with recommendations for improvements
1.5 Provide supervision for the selected faculty in support of teaching the 3rd and 4th grade students in line with the approved job profile, key functions, and list of competencies (first 25 graduates under the new profession “medico-social worker” are due in June 2023)

In close consultations with SPB EII, SMU, focal point on rehabilitation of the MoHMI, head of medical-social expertise of the MoHMI, and UNICEF:
2.1 Facilitate finalization of the available draft list of subjects, framework for professional competencies and pre-defined areas of work
2.2 Guided by the agreed list of subjects, framework for professional competencies and pre-defined areas of work, propose the general job profile and key functional responsibilities (functions, accountabilities and related duties/tasks), list of competencies for the new profession “medico-social worker” with focus on social rehabilitation and habilitation for PwD (including CwD).
2.3 Facilitate finalization of the 5 years program “medico-social work profession” with focus on social rehabilitation and habilitation for PwD for further approval
2.4 Prepare PPPs pertaining to the relevant tasks/milestone
List of subjects, framework for professional competencies and pre-defined areas of work are finalized and timely agreed on
Job profile, key functional responsibilities (functions, accountabilities and related duties/tasks), and list of competencies are finalized and timely agreed on with all the stakeholders

In close consultations with SPB EII, SMU, focal point on rehabilitation of the MoHMI, head of medical-social expertise of the MoHMI, and UNICEF:
3.1 Based on the standard assessment instrument developed by the international consultants pBased on the criteria and assessment instruments provided by the SPB EII experts, provide capacity assessment of the assigned faculty for introduction of the following in-service and postgraduate training courses as part of the medico-social work education:
1. psychology (general, family, social, clinical psychology)
2. mental health for children of early age (blended course is ready for introduction in 2022)
3. early communication (course is ready for introduction in 2022)
4. physical therapy
5. occupational therapy
6. trans-disciplinary teamwork for CwD and their families (blended course is ready for introduction in 2022)
7. assistive technologies and products for PwD
Draft report on capacity assessment developed, discussed with stakeholders and agreed on
Detailed plan on gradual establishment of the postgraduate courses is timely finalized and agreed on
Complete list of the respective staff with the focal points is timely finalized and agreed on
The list of courses for 2022-2023 are submitted to the SMU for approval

3.2 Based on the results of the capacity assessment provide detailed plan on gradual establishment of the above postgraduate courses including the course(s) for introduction in 2022

- Preparation for establishment of the clinical base on rehabilitation and habilitation of PwD as part of developing a comprehensive training/retraining system for the relevant ECD and social service workforce
In close consultations with SPB EII, SMU, focal point on rehabilitation of the MoHMI, head of medical-social expertise of the MoHMI, and UNICEF:
1.1 Based on the selection criteria and standard assessment instrument developed by the SPB EII provide capacity and needs assessment for establishing a clinical base on rehabilitation and habilitation of PwD in selected facility(ies) under the MoHMI, MoE and MLSP
Selection criteria and standard instrument are timely finalized and agreed on
Detailed analytical report on results of the relevant capacity and needs assessment
List of the facilities to serve as the clinical base are timely finalized and agreed on.
PPPs timely prepared/delivered if required

1.2 Facilitate selection of the facilities under the MoHMI, MoE and MoLSP to serve the clinical base (in line with the selection criteria agreed on) for the courses selected out of the following in-service and post-graduate training courses at the SMU:
