Under the close supervision and guidance of the supervisor, the National Coordinator for the Protection against Sexual Exploitation and Abuse (PSEA) Network Support the implementation of the PSEA Network annual working plan under the supervision of the PSEAH Advisor.

How can you make a difference?

The current system addresses the protection needs of an estimate of 2,5 million people in need, of which 1,2 million are children. Since the inception of the Network, most partners and agencies have been assessed against PSEA standards and have reporting channels. Most beneficiaries have access to at least one reporting channel. However, awareness of PSEA is very low among affected communities, and initiatives to encourage reporting are needed. Extensive consultations have clearly demonstrated that while there is a general reluctance among community members to use reporting channels, this reluctance is particularly strong among women and girls. Prevailing social norms, including taboos and stigma around issues of sex and sexual violence, coupled with strong gendered norms around women and girls as the guardians of family “honor”, prevent many women from considering reporting any wrong-doing. Network consultations yielded clear feedback from women that they often considered it easier to continue to be harassed, than to face the perceived consequences of reporting. For these reasons, it is clear that community engagement and awareness raising on PSEA reporting channels must be tailored to the needs of women and girls, and must understand and respond to their fears. This becomes even more important when addressing women and girls who face intersectional discrimination, for example due to poverty, refugee status, LGBTQ or disability

As an advocate for children, you will have the following duties/tasks:

1- Support to the PSEA Network Coordination

  • Support to the oversight and coordination of the inter-agency PSEA Network in the fulfilment of its responsibilities under its PSEA Network TORs and 2022/23 Action Plan
  • Represent the PSEA Network in relevant working groups: Protection Cluster, Cash Working Group, Gender in Humanitarian Action, etc
  • Proactively reach out to relevant entities that are not participating in the PSEA Network or the joint Community Based Complaint Mechanism to ensure that they are aware of PSEA activities, and to foster linkages and information-sharing
  • Support the PSEA Network to map existing complaint and feedback mechanisms (CFMs) to identify where there are gaps in community access for reporting sensitive complaints
  • Follow-up of the fulfilment of partner’s reporting responsibilities

2- Strengthen PSEA within organizations at field and national level

  • Provide technical assistance on all core areas of PSEA (policies, HR practices, referral for assistance, training, and investigations) in English and Arabic
  • Support the Network in developing a joint PSEA risk assessment in Palestine to inform senior leadership on strategic decision-making;
  • Develop and implement training and awareness materials adapted for different constituencies (women, children, refugees, etc.)
  • Support to develop investigation protocols and to provide capacity building. Where Network members don’t have a dedicated investigation body in Headquarters, strengthen referrals to the dedicated investigation unit.
  • Strengthen safe SEA-specific procedures for internal complaint and feedback mechanisms (CFMs) and referrals to survivor assistance, informed by good practice and community consultations

3- Engagement with Communities

  • Support the implementation of the communication strategy for PSEA. Facilitate awareness-raising in communities on their rights, the fact that humanitarian assistance is never conditioned on sexual favours, and how to submit complaints.
  • Assist Network members to consult and engage with all relevant stakeholders during the design of the CBCM in order to ensure support, high-level commitment, sustainability, and community trust and ownership in the CBCM.
  • Conduct analysis on results of FGD with the community on reporting mechanism

4- Capacity building

  • Facilitate PSEA training modules for humanitarian staff, including UN, NGOs
  • (national and international), International Organizations (IOs), implementing partners, CBOs and, as appropriate, community members on appropriate conduct for aid workers, international standards on PSEA, roles and responsibilities, and how to submit and receive complaints.
  • Provide capacity building for HR staff on SEA issues (Mandatory training – vetting process – signature of the PSEA clause)

5- Emergency preparedness

  • Support the elaboration and update of the interagency emergency plan
  • Implement emergency preparedness activities and preposition of materials

6- Fundraising

  • Support fundraising and advocacy activities

The selected candidate will report on monthly basis to the PSEA Advisor. A standard template structured to gather progress made in the 6 core areas of deliverables will be the basis for fulfilment of monthly payments

Estimated duration of contract and Tentative Dates

Duration: 11.5 months

Dates: October 2022 to September 2023

Terms of Payment

The agreed lump-sum fees will be paid to the consultant in ten installments (10% each) on receipt of approved deliverables as per the monthly report.

Interested candidates are requested to submit a financial proposal for the assignment, outlining all-inclusive fees (including professional fees and other professional expenses, etc.). Fees are expected to be outlined using the local currency (ILS).

Duty Station: Gaza Office

The selected candidate will be part of the PSEA Network’s team and is expected to report to office from Sunday to Thursday.

UNICEF reserves the right to terminate the contract and/or withhold all or a portion of payment if the rules and the regulations regarding confidentiality, ethics and procedures of UNICEF and the partners are not followed, the performance is unsatisfactory, or work/deliverables are incomplete, not delivered or fail to meet the deadlines. The deliverables will remain the copyright of UNICEF.

The consultant must respect the confidentiality of the information handled during the assignment. Documents and information provided must be used only for the tasks related to these terms of reference.

To qualify as a Champion for every child you will have:

  • Advanced university degree (Master's Degree or equivalent) in social sciences, gender or another related field.
  • 7- 10 years of experience in the area of justice for Gender, SGBV or child protection, ideally with a focus in humanitarian and developing country context settings. Experience in social research including in data generation and analysis.
  • Excellent English and Arabic language skills.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
