Overview

Support the implementation and evaluation of DRR and Remedial Learning interventions.

You have:

  • Bachelors or advanced degree in education, social sciences, international development, humanitarian response or a related field.
  • Minimum 3 years of progressively responsible relevant experience in the field of education, particularly in education in emergencies.
  • Technical experience and knowledge in the area of education in emergencies required, including monitoring and evaluation, supply management and partnership coordination.
  • Resourcefulness, flexibility, and the ability to prioritise large amounts of work while under pressure.
  • Good communication and interpersonal skills to work with school children and teachers.
  • Politically and culturally sensitive, awareness of gender issues, with qualities of patience, tact and diplomacy.
  • Fluency in Lao and English (verbal and written).
  • Experience of working with Ministry of Education and Sports, Laos is an asset.

UNICEF Laos is seeking an Individual National Consultancy to support implementing, monitoring, evaluating and reporting the progress of the DRR and Remedial Learning interventions within the country programme and MoES-UNICEF Rolling Work Plan 2022-23. The duration of this assignment will be a period of 4.5 months, starting as soon as possible.

Summary of key functions/accountabilities:

1. Technical support to development of a framework on school resilience against flood disasters
  • Support international consultant to collect relevant materials and information required for the desk review to develop the framework.
  • Provide technical inputs into the framework
  • Communicate and coordinate with national and sub-national Education offices for meetings

2. School and community level DRM activity implementation

  • Support facilitating school and community level Disaster Risk Management (DRM) trainings for teachers, school directors, VEDC members including emergency school drills in three districts (Khoune, Nonghed and Sanamxay) with international DRR consultant
  • Support facilitation of workshops and training at national and sub-national levels
  • Work with MoES to generate monitoring reports on DRM trainings including disaggregated data on reach as well as pre and post assessments on impact of training.

3. Remedial Learning Programme

  • Support MoES in the development of monitoring and evaluation framework and timeline for implementation of remedial learning activities
  • Support implementation of remedial learning activities with MoES and at school level
  • Work with MoES to generate regular monitoring reports on remedial learning including disaggregated data on reach as well as impact of the training and implementation in the classroom

4. Translation and facilitation at meetings and workshops

  • Translate documents and training materials into Lao language and provide technical inputs to make sure they are aligned to country context
  • Support international consultant and UNICEF team on facilitation by providing translation

Assessment Criteria:

A) Technical Evaluation (85 Points) Education (15 points) • Bachelors or advanced degree in education, social sciences, international development, humanitarian response or a related field. Knowledge (30 points) • Good knowledge and experience in DRM, specifically in education in emergency (EiE), comprehensive school safety (CSS), and community-based disaster risk reduction • Good knowledge and experience of supporting education program for improving numeracy and literacy skills Experience (40 points) • Training facilitation experience of at school and community levels • Good translation skills and the experience on the topic of EiE • Experience of working with Ministry of Education and Sports Laos • Experience of working with UN is an asset B) Financial Proposal (15 points) The maximum number of points shall be allotted to the lowest Financial Proposal that is opened/evaluated and compared among those technical qualified candidates who have attained a minimum 70 points score in the technical evaluation. Other Financial Proposal will receive points in inverse proportion to the lowest price. The Contract shall be awarded to candidate obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview.
