UNICEF has responsibility to provide Information management technical assistance to the government and cluster partners. As per the emergency response plan scenarios and based on the actual needs, UNICEF will support the Government to take immediate, intermediate response and recovery actions to ensure the continuity of education especially focusing on the most marginalized and children with disability.

Cluster IM function also requires specific skills and understanding on cluster specific 4W reporting mechanism that need to align with the greater humanitarian IM architecture coordinated by UNCT. Government has been relying on UNICEF technical assistance to maintain education cluster’s information management. In order to fulfill its responsibility to support the government at different level, share/coordinate information with the cluster partners and feeding regular inputs to the UN humanitarian reporting system; Education Section requires an IM consultant to fulfill its cluster co lead responsibility to operationalize cluster mechanism in both Preparedness and response phase.

The overall objective of the consultancy is to provide technical support to the government to support effective management of emergency data and monitoring progress emergency action plan for Nepal Education Cluster and, UNICEF education preparedness.

How can you make a difference?

  • Support the Education Cluster Lead CEHRD to maintain, develop and sustain mechanisms to systematically collect, analyze and disseminate information, share knowledge, and good practices across stakeholders at all levels. Task includes coordinating with the EMIS unit to explore the sustainable information management system that is managed by the CEHRD.
  • Support the Education Section in strengthening the information management, data analysis requirements related to emergency response including COVID 19 emergency response.
  • Specific Support in quality review and completion of various monitoring, data collection, and analysis tools/templates for the Emergency and regular programme information as per need. Prepare/contribute to SITREPS of Cluster and UNICEF's emergency response on agreed schedule.
  • Develop/update Education Cluster infographic and other relevant documents and maintain information in the Education Cluster Website in a periodic basis and as per need.
  • Work closely with DRR Section Information management officer, Planning and monitoring section and UNCT Cluster Information Management officer and other relevant cluster IMOs (especially WASH, Protection) to maintain, update and verify data and information in the 4Ws (Who, What, Where, for Whom).
  • Organize capacity building session plan on information management for cluster partners at Federal and Provincial level. Based on the need support provincial partners to establish provincial IM mechanism.
  • Support the estimation of sector and cluster gaps, overlaps and coverage of partners’ activities and projects, analyze data and information and prepare an analytical overview.
  • Provide key information to Cluster lead, Co leads and Cluster partners and Technical Working Groups for decision making in relation to education preparedness, response and recovery work.
  • Any other tasks that may be required (within reason) to achieve the objective of this assignment.

Duration of the contract

The total duration of the consultancy is for 11 months effective from 01 May 2021 to 31st March 2022.

Minimum Qualifications Required

Education:

• University degree in the social sciences (international development, international relations, education, or related technical field), business administration or management (information management, information technology or related technical field).

Work Experience:

• At least three years of progressively responsible professional work experience at the national and/or international levels in information management, humanitarian aid/international development program management, monitoring and evaluation, or related field. • Familiarity and experience working with Government sector ministry, UN agencies and wider sector stakeholders will be given an extra priority.

• Familiarity and experience working with UN agencies/Cluster Mechanism

• Direct experience of education in emergencies considered an advantage. c. Special skills:

• Knowledge about the humanitarian and development communities, including the IASC cluster approach, NGOs, the UN system, governments, and donors.

• Experience of humanitarian needs assessments, surveys, and monitoring and evaluation processes.

• Strong IT skill, knowledge of excel, database design using normalization techniques, and mapping software knowledge such as GIS.

• Demonstrated training/capacity building experience.

• Understands key technical issues of coordination well enough to be able to: engage with organizations involved in response and recovery

Languages

• Strong working knowledge of Nepali and English
