The purpose of the consultancy is to support the Education Section in strengthening the information management, M&E and data analysis requirements of COVID emergency response.

How can you make a difference?

  • Develop a standard M& E framework of UNICEF Education response plan based on UNICEF’s overall COVID response framework.
  • Develop study design and select/develop relevant learning assessment tools to generate evidence on effectiveness of Self Learning Materials. Advise on the monitoring of any new research activities and contribute to establishing these systems.
  • Provide oversight for conduction of the learning assessment and develop final report
  • Track progress of indicators agreed with the donors and provide section inputs for the donor report as per need
  • Organize capacity building session plan on alternative education learning assessment for cluster partners at Federal and Provincial level. Based on the need support provincial partners to establish provincial M&E mechanism for learning assessments.
  • Specific Support in quality review and completion data collection, analysis tools/templates for the COVID response and prepare analytical and report periodically and as per need
  • Data inputs for periodic briefing notes, presentation for donor and other review meetings
  • Work closely with Planning and monitoring section, DRR/Emg Section Information management officer, other relevant partners, Education cluster Information Management to maintain, update and verify data and information as per result matrix of Programme Documents and Humanitarian Programme Documents.
  • Ensure that data collection and analysis is coordinated and standardized across the Education response programme, to feed into programme performance monitoring; and information generated and support preparation of an analytical overview and feedback them on gaps and its improvement (expenditure by indicators).
  • Knowledge management: Document best practices and prepare two human interest studies to showcase UNICEF support for learning continuity
  • Develop standard procedures for monitoring, inception and evaluation which can be used later in assessments of other activities as well
  • Assist and train Partner staff to use M&E tools
  • Any other tasks that may be required (within reason) to achieve the objective of this assignment.

  • Review meeting report of partners
  • Analysis of alternative learning continuity intervention by UNICEF
  • Submission of refresher capacity building plan and training report for 3 field offices and partners on information management, inputs for donor reports
  • One human interest story – CER Report

March 2022 Submission of report upon completion of below activities:

  • Monitoring strategy of alternate learning based on the indicators of M&E system and update in cluster website
  • Updated tools/templates for assessments and monitoring for education in emergency and UNICEF programme
  • Data inputs for quarterly donor meeting, annual report, presentations, (as per requirements)
  • Documentation of good practices of alternative learning
  • One human interest story – Donor purpose

June 2021 Submission of report upon completion of below activities:

  • Draft of first annual report of learning continuity support
  • Updated M&E and learning assessment report
  • User-friendly note on how developed resources/tools that can be used in other emergencies.
  • Analysis of learning assessment
  • As agreed, additional report (if any)

August 2022 Duration of the contract:

The proposed timeline of this consultancy is for 11 months

Qualifications Required

Education:

  • Advanced university degree (Master’s degree or equivalent) in education, development studies, economics, sociology, social policy, or other related social science discipline; or applied statistics/data science.

Work Experience:

  • At least five years of progressively responsible professional work experience at the national and/or international levels in information management, international development program management, monitoring and evaluation, or related field.

Skills and competencies:

  • Excellent data analysis skills, particularly on psychometrics & education measurement skills.
  • Strong analytical and drafting skills in English/Nepali for a variety of audiences.
  • Ability to present complex relationships clearly in graphs and figures.
  • Experience working with and reconciling data from multiple sources.
  • Familiarity with education monitoring frameworks.
  • Ability to think critically and innovatively.
  • Responsiveness and ability to maintain good relationships with partners.
  • Demonstrated capacity to work under tight deadlines.
  • Ability to maintain effective collegial relations in a multi-cultural setting and to work effectively and collaboratively in a team environment.
  • Excellent IT skills.

Languages:

  • Strong working knowledge of Nepali and English

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

UNICEF is not liable, and the consultant/individual contractor is responsible for paying taxes incurred from the remuneration under this contract to the relevant government authorities following the Income Tax Act 2002 of Nepal.
