UNICEF has been providing technical assistance to MoHP in various maternal, newborn and child health interventions across the country. To achieve the set target in reducing neonatal mortality and strengthen KMC service, UNICEF is looking for a consultant to develop detailed guidelines on the implementation of KMC at all levels including community-based KMC in Nepal.

How can you make a difference?

The proposed consultancy will support UNICEF’s Health program (2018-2022) in working towards ensuring that children and women have improved and equitable access to and use of high impact quality health interventions and improved healthy behaviors.

Towards this end, the consultancy will have the following objectives:

  • Undertake a desk review of the existing global, regional, and national literature on preterm/LBW interventions
  • Review the existing protocol for care of preterm births/LBWs in Nepal.
  • Review and international, regional, and national protocols and guidelines on KMC
  • Develop a “National KMC implementation guideline” based on preterm care protocol and existing new evidences.

Specific Task:

The consultant will work closely with FWD, UNICEF and partners and the following tasks are anticipated during the implementation of the assignment:

  • Undertake a desk review of the existing global, regional, and national literature on preterm
  • Review International, Regional and National protocols, standards, and guidelines for preterm and LBW babies in coordination with FWD.
  • Prepare an initial draft and conduct consultative workshop and incorporate their inputs.
  • Share the second draft and present it in the consultative workshop
  • Prepare the final draft incorporating inputs from the consultative workshop.
  • Finalize and submit the final draft to FWD.
  • Develop a PowerPoint slide deck summarizing the findings and recommendations

Activities:

  • Review of international protocols, regional and national evidences, protocols, standards, and guidelines on Preterm and LBW babies. (10 days)
  • Share the draft with FWD, technical divisions, partners and professional association for their review and input. (10 days)
  • Prepare a second draft incorporating the inputs. (5 days)
  • Share the second draft and present in the consultative workshop. (1 day)
  • Prepare the final draft guideline featuring the implementation of both hospital-based and community-based KMC program incorporating feedback from the consultative workshops. (9 days)
  • Finalize and submit the final draft to FWD. (5 days)

Deliverables:

  • Submission of reviewed and outline Kangaroo Mother Care guideline (01 to 15 October 2021)
  • Submission of first draft of Kangaroo Mother Care guideline. (15 November 2021)
  • Conduct Consultative meeting/workshop (7 December 2021)
  • Submission of final draft of KMC guideline (15 December 2021)

Duration of the contract

The total duration of this assignment is for 40 working days with a stretch between the period of October-December 2021.

Minimum Qualifications Required

  • Minimum master’s degree in a related field (Public Health, Medicine, Nursing). A Doctoral degree will be an asset.
  • Extensive knowledge of national neonatal health policies, strategies, program and activities.
  • At least 8-10 years of experience working with national level, participation and working in national health sector review, planning and workshop.
  • Prior work experience in developing national level guidelines.
  • A strong professional record of building strong interpersonal skill, managing teams and creating an enabling work environment.
  • Demonstrated experience on evidence synthesis, presentation and report writing skills in English and Nepali
  • Ability to facilitate and guide high level technical group at country

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors.

UNICEF is not liable and the consultant/individual contractor is responsible for paying taxes incurred from the remuneration under this contract to the relevant government authorities following the Income Tax Act 2002 of Nepal.
