UNICEF in Vientiane, Lao PDR is looking for an Individual National Consultant: Development of an Implementation Guideline for the operationalization of the recent decree on Breast Milk Substitutes (BMS) in Lao PDR. The duration of this assignment is expected to be August to December 2020, part time.
Summary of key functions/accountabilities:
The consultant is expected to deliver the following:
- To review of existing implementation guidelines, arrangements and monitoring frameworks for tobacco, alcohol and food law and to identify opportunities to leverage these for the enforcement of BMS decree
- From the reviews of implementation guidelines as specified above, the consultant is to propose an organigram of stakeholders to be engaged and propose the first draft of monitoring and enforcement framework
- Facilitate consultation meetings with key partners to discuss and agree on proposed monitoring framework and develop implementation guideline
- Compile inputs and lead the review discussions with all parties involved on implementation guideline draft with consensus among partners
- Consolidate input and write the first draft of implementation guideline in Lao language
- Revise the draft after receiving feedbacks from UNICEF and other stakeholders involved and finalise implementation guideline with agreement from key partners

Qualifications and Experience
- Advanced University Degree in Public Health, Nutrition, Social Policy or related field,
- Advanced skills and demonstrated experience in development of strategic planning, implementation guidelines, policy and legislative documents
- Demonstrated experience in group facilitation;
- Demonstrated experience in working in a cross-sectoral program and ideally having worked with Ministry of Health;
- Flexible nature and ability to adapt to changing directions/thinking that may occur during the assignments;
- Excellent written and oral communication skills in English are required;
- Ability to work independently and respond to feedback in a timely and professional manner.

- Assessment Criteria:
A two-stage procedure shall be utilized in evaluating proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared.
Applications shall therefore contain the following required documentation:
1.Technical Proposal, including a cover letter and updated CV, as well as examples of relevant work (operational/implementation guideline)
2. Financial Proposal: Lump-sum offer with consultancy fee.
No financial information should be contained in the technical proposal.
I) Technical Qualification (max. 100 points) weight 70 %
Education Degree will have a maximum of 20 points
- Advanced University Degree in a Public Health, Nutrition, Social Policy or related field,
Knowledge of the below will have a maximum of 20 points
- Demonstrated knowledge of cross-sectoral roles and responsibilities and ideally having worked with Ministry of Health;
- Excellent organizational and workshop skills, attention to detail and ability to contribute in an open team environment.
- Knowledge of the International Code of Marketing of Breastmilk Substitutes is desirable;
- Excellent written and oral communication skills in English are required
Experience in the below will have a maximum of 40 points
- Advanced skills and demonstrated experience of at least 8 years in development of strategic planning, implementation guidelines, policy and legislative documents within MoH
- Flexible nature and ability to adapt to changing directions/thinking that may occur during the assignments;
- Ability to work independently and respond to feedback in a timely and professional manner,
Quality of past work (e.g. understanding, methodology) in the below will have a maximum of 20 points
- Advanced skills and demonstrated experience in developing operational or implementation guidelines
II) Financial Proposal weight 30 %
The maximum number of points shall be allotted to the lowest Financial Proposal that is opened /evaluated and compared among those technical qualified candidates who have attained a minimum 70 points score in the technical evaluation. Other Financial Proposals will receive points in inverse proportion to the lowest price.
The Contract shall be awarded to candidate obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview.
