COVID-19 continued to impact the lives of children throughout 2021 as a result of closures and extended lockdowns. The pandemic forced the closure of schools across the country impacting the learning of over 8.3 million children just in the first wave. The Ministry of Education, Science and Technology, in collaboration with other development partners, launched the learning continuity campaign to help children continue to learn safely during school closures and beyond, through guidance on safe reopening of schools and the use of alternative education modalities. In line with the Government's framework for reopening schools, the campaign engaged with parents, caregivers, teachers, school authorities, local governments, and children themselves with information on the standard public health security protocols to prevent the spread of infection in areas where schools reopened. The campaign also encouraged the effective use of alternative education modalities to help ensure children kept learning during this challenging time. However, it was children from marginalized communities with little or no access to any alternative education modalities that were most impacted.

Responding to the needs of these children, UNICEF continued supporting alternative learning approaches for use during school closures, such as home and community-based teaching modalities. UNICEF provided both direct and indirect support to children experiencing the most significant learning loss, particularly in Madhesh, Lumbini, Karnali, and Sudurpaschim provinces.

EU and UNICEF have now collaborated to support the government of Nepal to strengthen national, provincial and local education clusters for better preparedness and effective response to this current crisis. The implementation of the Learning continuity campaign, including a national reading campaign, is one of the interventions for inclusive recovery through targeted support of acceleration of learning for school-going children in the early grades. UNICEF has partnered with Mercy Crops and NSET to implement these activities

How can you make a difference?

Under direct supervision of the Education Specialist (formal education) s/he will maintain a close working relationship with government authorities related with the education sector at federal, provincial and local levels, provincial and local level education clusters, INGOs, CBOs, CBOs networks, and other stakeholders based at the UNICEF country and field offices. S/he will be providing technical support to the Madhesh, Karnali, and Sudurpaschim province based learning continuity campaign coordinators to expand learning and reading activities in close coordination with implementing partners

Task:

• Develop an implementation plan for the reading campaign
• Mapping the exiting materials and documents
• List of selected right materials for the learning continuation and reading campaign
• Develop capacity building plan for province-level Learning Continuity Campaign Coordinators
• Monthly progress update
• Prepare distribution plan of the reading materials
• Coordinate with partners and government counterparts
• Monthly report
• Review of capacity development plan
• Coordinate with partners and government
• Ensure campaign activities are conducted successfully
• Monthly report
• Review of field level activities
• Ensure campaign is successfully conducted
• Monitoring of campaign activities
• Report on field level coordination
• Develop final activity report

Contract Duration: The duration of the consultancy will be for nine months tentatively starting from 1 June 2022.

To qualify as an advocate for every child you will have…

• At least five years’ experience in areas related to humanitarian response with a focus on Education and learning continuity
• Familiar with the education context of Nepal including all federal structures
• Sound knowledge of reading promotion interventions, acceleration of learning approach, learning continuation campaigns
• Excellent communication, coordination, and rapport building skills including the ability to facilitate diverse groups (Government, CSOs, Technical Expert)
• Strong working knowledge of Nepali and English
• Experience in the capacity building of partners at the national, regional, and district levels

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
