The education sector in Nepal is supported by a Local Education Development Partner Group (LEDPG) that includes Joint Financing Partners (JFPs) who provide budget support to the Ministry of Education, Science and Technology together with other organisations such as INGOs, CSOs and academic institutions. The JFPs are UNICEF, the World Bank, the Asian Development Bank, the European Union, USAID, the embassies of Finland and Norway, and the Global Partnership for Education (GPE), who do not have a presence in the country. The LEDPG supports the Government of Nepal’s new School Education Sector Plan (SESP) under a Sector Wide Approach (SWAp) that encourages alignment and harmonization.

UNICEF has agreed exceptionally to act as Focal Point of the LEDPG for a second successive year from July 2022 to July 2023 (with Finland as co-Focal Point) during the transition year between the School Sector Development Plan and the new School Education Sector Plan, having already acted as the Focal Point from July 2021 to July 2022 (with Norway as co-Focal Point). UNICEF will hand over the role of Focal Point to the World Bank in July 2023.

UNICEF also acts as the GPE Coordinating Agent as well as co-Grant Agent for the GPE System Capacity Grant together with the World Bank.

How can you make a difference?

The International Consultant (Education Sector Coordinator) will support the UNICEF Education Team in fulfilling its roles as LEDPG Focal Point and GPE Coordinating Agent and co-Grant Agent

  1. The contractor will coordinate UNICEF’s role as Focal Point for the Local Education Development Partner Group (LEDPG), including:
  • Maintaining communication between Development Partners and relevant Government departments, especially the Ministry of Education, Science & Technology (MoEST) and the Centre for Education & Human Resource Development (CEHRD). This will involve:
  • Arranging regular monthly LEDPG meetings, setting the agenda, chairing meetings as necessary, producing minutes, and following up on agreed actions.
  • Arranging regular meetings with the Development Assistance Coordination Section (DACS) of MoEST, setting the agenda, and following up on agreed actions.
  • Facilitating the completion of the Joint Financing Arrangement (JFA) for the new School Education Sector Plan (SESP) and the framework of Disbursement Linked Indicators.
  • Contributing to the planning and implementation of a Joint Review Meeting between MoEST and Development Partners.
  1. The contractor will steer UNICEF’s role as GPE Coordinating Agent and Grant Agent, including:
  • Leading on the development and launch of a framework for Technical Assistance to support the School Education Sector Plan.
  • Supporting the Ministry of Education, Science & Technology with the application for a new GPE System Transformation Grant.
  1. The contractor will support UNICEF’s role as a Joint Financing Partner under the Sector Wide Approach in activities to strengthen the education sector, including:
  • Assisting with the mobilization and allocation of resources for the new School Education Sector Plan, including efforts to secure the GPE Multiplier of up to USD 40 million.
  • Promoting and monitoring the Equity Strategy and advising on implementation arrangements for the new programme results framework.

TASK:

  • Report to Education Team meetings
  • Facilitate monthly LEDPG meetings
  • Contribute to finalizing the Joint Financing Arrangement
  • Facilitate the Joint Review Mission
  • Hand-over of LEDPG Focal Point
  • Final report

Deliverables:

  • Monthly written assignment reports capturing achievements so far.
  • Minutes of LEDPG meetings.
  • JFA signed by UNICEF.
  • JRM Aide Memoire endorsed by all partners.
  • Written confirmation that World Bank has accepted the Focal Point role
  • Detailed final assignment report clearly outlining all deliverables and level of achievement

Duration:

The consultancy is for the period of 8 months tentatively starting from third week of November 2022

To qualify as an advocate for every child you will have…

Minimum Qualifications required:

Master’s in Education, International Relations, Development Studies or similar discipline.

Knowledge/Expertise/Skills required:

  • At least 8 years’ experience supporting a Government education programme in a low or middle income country.
  • At least 5 years’ experience of an Education Sector Wide Approach that uses a pooled funding modality and Disbursement Linked Indicators.
  • At least 2 years’ experience acting or supporting the chair of a Local Education Group that includes both bilateral and multilateral donors.
  • Strong background in preparing funding proposals and donor reports.
  • Demonstrated knowledge of GPE procedures.
  • Familiarity with UNICEF systems is an asset.
  • Familiarity with Nepal’s School Education Sector Plan is an asset
