- Strong written and verbal communication skills, with an open and collaborative approach to engaging with various stakeholders.
- Extensive familiarity with and network in UNICEF National Committees.
- Experience working with UNICEF's fundraising, branding, and regulatory framework for bilateral partnerships.
- A comprehensive understanding of and network within both UNICEF's Public Partnership Division and Private Fundraising and Partnership's Division.
- Knowledge of how to enhance reporting and donor relations through end-to-end planning of the monitoring process.

For every child, education A highly decentralized institutional structure has emerged over the years following the ratification of the 2015 Nepal Constitution, which provisioned the establishment of federal, provincial, and local tiers of government. This decentralization presents opportunities in the long-term to enable all levels of government in responding to specific challenges and contexts of their areas of respective governance. The decentralized approach necessitates a long-term strategic education sector plan to convene the disparate actors across Nepal’s education sector under a collectively shared vision and roadmap. For this, the Nepal Government, supported by UNICEF, European Union EU), the Government of Finland (Finland) and other partners, developed the 10-year School Education Sector Plan (SESP), informed by a comprehensive education sector analysis. To implement the SESP in the federal context, a framework is required under which the federal-, provincial- and local governments can adequately execute their exclusive- and concurrent powers. In support of this, UNICEF, EU and Finland have entered into a co-financing partnership to support the Government in strengthening institutional capacity and coordination for the successful implementation of the SESP, with strategies and targets defined on enabling LGs to undertake key functions of education services.
Under the joint program, UNICEF, EU and Finland will support the Government in contextualizing the strategies and activities of the SESP into local level planning, budgeting, implementation processes. In addition, a selected number of the 753 local governments will be supported through the so called ‘common package’, which includes programmatic support across the UNICEF education program priority areas and cross-sectoral linkages.
For this, UNICEF is seeking to deploy technical assistance in supporting the communication and visibility requirements of the UNICEF, EU and Finland partnership, within the context of the Nepal Sector Wide Approach (SWAp) and the SESP and under the leadership of the Government.
Scope of Work The expert will be expected to undertake the following non exhaustive actions: • Identify and communicate global and regional donor intelligence and trends from national committees, bilateral donors and multilateral partnership opportunities. • Review and provide detailed feedback and critical analyse of donor proposals, reports and on UNICEF’s Education fundraising strategy and documentation. • Ensure a robust end-to-end monitoring framework is established in grant proposals that feeds into and compliments CPAP data needs and ensures reporting can take place seamlessly across all levels of the education programme. • Develop and supplement education sections donor communication packages and materials for increased visibility. • Identify and provide recommendations for opportunities to integrate cross-sectoral priorities into the fundraising strategy and documentation of the education programme. • Offer feedback, essential insights, and conduct reviews of UNICEF's education reports and fundraising proposals when required. • Draft documentation to present the education programme to partners and potential donors. • Draft documentation to highlight the importance of UNICEF’s education cross cutting components and how they relate to and link in with UNICEF’s overall education strategy and goals for current programme cycle. • Perform other related documentation and partnership tasks as determined by the section based on the exigent needs of the specific month to be determined on a rolling basis in the last week of the previous month. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
