In 2020 UNICEF Bosnia and Herzegovina (BiH), in consultation with key stakeholders, conducted a comprehensive Situation Analysis of Children in BiH and based on the identified needs developed a new Country Programme for 2021-2025, which is aligned to the 2021-2025 UN Sustainable Development Cooperation Framework (UNSDCF) for BiH. UNICEF’s draft Country Programme has recently been submitted for final review and approval by the Executive Board during the regular session in September 2020.

The vision of UNICEF’s proposed country programme is that all children in Bosnia and Herzegovina will benefit from an equitable realization of their rights to health, education, protection, and participation, overcoming the existing bottlenecks and in line with the Sustainable Development Goals. According to UNICEF children will have more chances to survive, thrive and develop to their full potential if more children, from birth through adolescence, enjoy greater access to and use of strengthened service-delivery systems in health, nutrition, early childhood development, inclusive education, social protection, care and justice systems, and if parents and communities are enabled to fulfil children’s rights through positive social norms and practices.

Guided by the imperative to ‘leave no one behind’, embedded in the 2030 Agenda, UNICEF will continue supporting Bosnia and Herzegovina in eliminating the multidimensional causes of poverty, discrimination and exclusion for the most vulnerable children, with particular attention given to those living in poverty, those belonging to ethnic minorities (in particular Roma), children with disabilities, children deprived of parental care, refugee, migrant and asylum-seeking children, and marginalized young people and women.

UNICEF BiH is currently developing a new Partnerships and Resource Mobilisation Strategy for the 2021-2025 Country Programme. The main objective is to further expand and diversify specific partnerships for joint advocacy as well as funding support to advance children’s rights in BiH. This relates to a broad variety of different partnerships, including with the European Union, bilateral donors, certain ‘emerging donors’, International Financial Institutions, foundations and the private sector. It also includes collaboration with other UN agencies through Joint Programmes and financial support from Global Trust Funds and UNICEF National Committees. Partnerships are pursued both for the regular programme priorities as well as for UNICEF’s humanitarian response such as addressing the impact of the COVID-19 crisis and supporting refugee and migrant children and families in BiH. At the same time, UNICEF continues to advocate for increased public investments in basic social services and other areas to advance children’s rights.

How can you make a difference?

The purpose of the consultancy is to support the development of a Partnerships and Resource Mobilisation Strategy for UNICEF Bosnia and Herzegovina for the period 2021-2025.

Under the direct supervision of the UNICEF Representative, and in consultation with the Deputy Representative and Section Chiefs, the international consultant will conduct the following tasks:

• Prepare a brief narrative of the global and regional context and recent funding trends for the Context chapter 2 of the Partnerships and Resource Mobilisation Strategy (PRM) Strategy (max. 3 pages). Note: the CO agreed on an initial structure/outline of the strategy.

• Conduct a mapping of current and potential ‘public partnerships’ based on thematic interests from partners considering the key priorities of UNICEF BiH’s Country Programme for 2021-2025. The mapping should include the following: European Union; bilateral donors, including ‘emerging donors’; International Financial Institutions; UN Joint Programmes; and Global Trust Funds. The narrative (15 pages max) for this chapter of the PRM Strategy should include for each type of partner opportunities for funding and/or partnerships for joint advocacy for children’s rights in BiH. Also include brief recommendations on tailor-made engagement strategies that UNICEF BiH could apply towards each of the types of ‘public partners’.

Note: private sector partnerships are being explored separately so not included in this assignment.

• Revise the draft narrative by incorporating feedback from UNICEF BiH and the UNICEF Regional Office.

Consultancy is home-based without travel involved and duration is from 15 September to 30 November 2020 (20 working days during this period).

To qualify as an advocate for every child you will have:

  • An advanced university degree or equivalent in social sciences, international relations or other relevant discipline.
  • At least 10 years of relevant professional expertise and demonstrated experience in the development of partnership and resource mobilisation strategies for international organisations.
  • Previous experience with similar assignments for UN agencies is considered a strong asset.
  • Knowledge of the donor landscape in the Western Balkans and in Bosnia and Herzegovina is considered an asset.
  • Excellent writing skills, analytical skills and communication skills in English.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
