UNICEF Thailand Country Office (TCO) is seeking an individual contractor to support to strengthen the capacity of UNICEF Thailand provide quality WASH emergency preparedness and response. Developments since 1 February are driving new social dynamics in the country and disruptions of public services across Myanmar, compounding pre-existing humanitarian vulnerabilities and the effects of the COVID-19 pandemic. With coping capacities already severely eroded by the economic and social impacts of the pandemic, new barriers to access to basic services emerging, and longer-term development assistance now largely suspended or withdrawn, a potential countrywide humanitarian crisis is looming, requiring expanded emergency support. A WASH sector coordination mechanism has been established by IRC under the UNHCR-led Inter-Sector Working Group, and together partners working.

Work Assignment:

Under the supervision of the Regional WASH Specialist (P4), the consultant will be responsible for supporting WASH emergency preparedness in Thailand.

1. Revise UNICEF WASH emergency preparedness plan

• Study and fully understand UNICEF’s procedures for responding in an emergency.

• Update the Thailand Country Office WASH-related humanitarian preparedness and response plan based on the changing situation.

• Carry out a mapping of WASH sector partners and institutions in Thailand relevant to emergency response

• If required, draft requisitions for supplies, services, long-term agreements and partnership agreements to ensure UNICEF is prepared to deliver on its commitments for WASH in case of an emergency.

• If required, monitor and report on the use of sectoral programme resources (financial, administrative and other assets)

2. Prepare and deliver training packages for WASH sector agencies

• Work collaboratively with colleagues, partners and sector agencies to develop training materials and modalities in English and Thai language, based on identified needs from the WASH sector.

• Work collaboratively with colleagues, partners, and sector agencies to deliver training packages, both online / remote and face-to-face as public health regulations allow.

• Participate in WASH Sector meetings and build and sustain close working partnerships with counterparts and national stakeholders through active sharing of information and knowledge.

• Training plan for Thailand WASH sector
• Revised WASH emergency preparedness plan for Thailand Country Office
• Partner mapping completed
• Three training packages prepared on agreed topics
• Summary consultancy report

Duration of Contract: 3.5 months during the period of November 2021 – February 2022. Full-time basis according to UNICEF working hours.

Working Location and Work Schedule: The consultant will primarily be home-based, with the option of working limited days from the UNICEF office in Bangkok, Thailand, as the public health and UN regulations allow. All office supplies and materials will be provided by the Consultant.

Official Travel: Travel to the field is envisaged if the security and health situation allow.

To qualify as an advocate for every child you will have…

• An advanced university degree in one of the following fields is required: public health, social sciences, behavior change communication, sanitary engineering, or another relevant technical field. University degree with additional two years of experience will be accepted in lieu of advanced university degree
• A minimum of five years of professional work experience in WASH-related programmes is required.
• At least one three-month deployment mission in a humanitarian situation (with UN-Govt-INGO) is desired.
• Proven experience in leading training and capacity building
• Good report writing and documentation skills
• Resourcefulness, flexibility, and self-motivation
• Good analytical, facilitation, communication and presentation skills.
• Politically and culturally sensitive, awareness of gender and inclusion issues
• Fluency in English and Thai languages (verbal and written).
• Bangkok-based consultant is desired.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
